Time-Critical CERCLA Removal Action

1.1.2 Site Description

The Riverside Avenue Site is an abandoned industrial facility on the banks of the Passic River.  Since the early 1900s the Site had been used for many businesses, including a paint manufacturer, a packaging company, and a chemical warehouse.  It consists of two abandoned buildings on approximately two acres.  The property is owned by the City of Newark and was acquired in tax foreclosure proceedings.

1.1.2.1  Location

29 Riverside Avenue, Newark, Essex County, New Jersey, between the Passaic River and Mcarter Highway.

1.1.2.2 Description of Threat

Ten abandoned 12,000-15,000 gallon USTs containing hazardous wastes have been identified on the property.  Approximately 100 3,000 -10,000 gallon ASTs have been identified in the buildings, many of which have been sampled for hazardous materials.  Two tanks containing an oily wastes have been identified in the basement of one of the buildings.  A number of 55-gallon drums and smaller containers have been observed in the buildings.
In addition, there are a number of sumps that may contain hazardous substances.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

The preliminary assessment was completed in 2010. Two basement tanks in one building and the sumps of the other building have been sampled for hazardous waste characterization.   See Documents Section for results of the site assessment sampling/analytical.

2.1.2 Current Response Activities

On March 25, 2014, OSC Daly, Enforcement Team, ORC, RPB Management and RAB Management met to discuss the site enforcement, anticipated remedial action and the remaining removal action activities.

On March 26, 2014, OSC Daly, Newark City Representative and KEMRON visited the Riverside Avenue Site.  It was discovered that Building #7 Basement Compartments have collected a significant amount of liquid.  This most likely occurred due to the snow thaw on the roof and subsequent flooding of the building.  An additional reason was the fact that the roof draining system (assembled by EPA during site activity) was disconnected either by vandalism or wear and tear.  

On April 01, 2014, OSC Daly met with ERT, Enforcement and ORC to discuss the June 2013 basement sludge data.  The Action Memo requesting additional funding has processed through RAB/Enforcement and has been forwarded to John Lapadula.

On April 08, 2014, the Action Memo that requested a Ceiling Increase and Exemption from the $2 Million Statutory Limitation was signed by the EPA Region 02 Regional Administrator.

On April 14-15, 2014, OSC Daly and one KEMRON Operator are working at the Riverside Avenue Site.  Activities include:  
  • Site tour with new KEMRON Operator    
  • Mobilization of Office Trailers, generator, non-haz roll off containers, conex boxes and portable toilets
  • Electrical work on the trailers as well as the installation of a 14’ temporary stanchion (for eventual hard wire electricity)·      
  • Coordination with Newark City-Electrical hookup &  Water meter hookup
  • Temporary repair of Building #7 roof rain water drains (Due to heavy rain fall on April 14th)
  • Site tour with security guard.
  • Clearing of the debris at the designated staging and parking areas.
