1.1.2 Site Description
The site of the spill is a demolished carpet mill. 300ft of storm drain flows underground on the mill property until it discharges into an unnamed tributary of Town Creek. The tributary flows for 0.5 miles before emptying into Town Creek. Town Creek Flows for approximately 1 mile before emptying into the Chattooga River.

1.1.2.2 Description of Threat
An unknown amount of red diesel discharged to a storm drain on a demolished carpet mill property. The storm drain flows into an unnamed tributary of Town Creek. The tributary flows for 0.5 miles before emptying into Town Creek. Town Creek Flows for approximately 1 mile before emptying into the Chattooga River. This spill is a discharge to waters of the U.S.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
On the evening of 05/12/2014 the Chattooga County EMA reported an uncontrolled release of an unknown amount of diesel fuel from a construction site into Town Creek. Local responders initiated temporary containment measures to prevent further migration of the spill down-stream. The source of the fuel is a 1000-gal above ground storage tank. R4 Duty Officer dispatched R2 and deployed ERRS on the morning of 05/13/2014 to further support GAEPD and local responders in recovery/mitigation efforts. An additional OSC was deployed to implement shoreline clean-up and assessment team (SCAT) team to detail the impact of the spill in Town Creek. Approximately 3-miles of creek may have been affected by the spill.

2.1.1 Narrative
ERRS crew working at the nearby Rome Powerhouse site checked boom points for collected oil periodically beginning on 05/16/2014. Any oil that had collected was removed manually and containerized in drums. Booms were removed from the creek on May 21, 2014. The underflow dam was removed on 05/22/2014 as flow was beginning to overtop and compromise the dam. On 5/28/2014 The staging area at the water treatment plan was seeded and strawed and all equipment (boom and drummed waste) was removed from the site. On 06/06/2014 the drums of oily waste were transported to the disposal facility. On 06/18/2014 the vac box contained oily liquids was transported to the disposal facility.
