2.1.2 Response Actions to Date
5/22/2015
Installed 4 (wells #s 2,3,4, and 5) additional monitoring wells in the eastern portion of Highway 21 in the vicinity of the spill. There was no VOCs detected with air monitoring instrumentation, or sheen observed from soil to suggest that the gasoline and/or diesel spill had migrated under the roadway. Monitoring of well #1 (installed 5/21), did not have any VOCs emitting from the ground water, however the well has not been developed yet. Air monitoring along the bank of the Sanpoil River continue to show the presence of VOCs vapors but no visible product or sheen in the bank, river or absorbent boom. Continued the excavation of contaminated soil from the ditch at the spill location. Collected another round of surface water quality samples.

5/23/2015 -
Installed 4 additional monitoring wells (wells #s 6,7,8,and 9) in the western portion of Highway 21 in the vicinity of the spill. Two of the monitoring wells #8 and 9 indicated the presence of VOCs vapors above the ground water, and well #9 resulted in recoverable product in the ground water. Vacuum truck was employed to remove contamination from the well.
Continued air monitoring along the bank of the Sanpoil River continue to show the presence of VOCs vapors but no visible product or sheen in the bank, river or absorbent boom. Continued the excavation of contaminated soil from the ditch at the spill location.

5/24/2015
Continued to observe and remove via vacuum truck gasoline/diesel product on well number 9. Discovered gasoline/diesel contamination in two wells (Numbers 3 and 5) on the suspected up-gradient river side of the spill. Total of 600 gallons of emulsified product and water mixture has been recovered as of 5/24/2015.
Deployed additional boom on the Sanpoil River due to results on wells #s 3, and 5 indicating possibility of flow of the product further upstream then originally anticipated. Total of 775 feet of hard skirt boom and 1000 feet of absorbent boom have been deployed in the multiple locations on the Sanpoil River.
Continued air monitoring along the river bank, with low detections of VOCs and no visible product or sheen on the Sanpoil River. Elevated readings were observed following a rain event along the Sanpoil River, but still no visible product or sheen on the river as of 5/24/2015.
Continued excavation of contaminated soil from the ditch at the spill location. Total of 600 cubic yards has been removed to date.
Installed a recovery well in Highway 21 right-of-way (ROW) where expected to be high contamination and product to recover.

2.2 Planning Section

2.2.1 Anticipated Activities
Recover liquid and vapor phase product as feasible from the monitoring wells when detected. Collect ground water samples of wells where product is not detected. Monitor boom and river for sheen or discharge. Collect another round of surface water quality samples. Complete removal of contaminated soils in uphill ditch, to the extent possible without impinging road integrity.

Evaluate information from monitoring/recovery wells and borehole log data and determine need for further excavation of soils underneath highway.
Continue extraction of product contamination in ground water wells.
Continue developing wells which have been installed and perform ground water sampling.

Continued excavation of the ditch at the spill location.
Installation of further monitoring/extraction/recovery wells.
Potentially install vapor extraction wells.
Finalize the work plan.
2.2.2 Issues
Removal of contaminated soils underneath highway would require closure of the highway for significant period of time and coordination with DOT.

Communications at the site are limited to the EPA Region X Comms Truck via the satellite network.
