1.1.2 Site Description
The site is the former Hoosier Wood Preservers. The facility was operated as a wood treating business that used chromated copper arsenate (CCA) and borate in pressurized wood treatment cylinders. The facility has been abandoned for several years.
The site is 7.75 acres in size and has ten buildings, including process buildings, storage buildings, a garage, and office. A site map is posted to the Documents section of www.epaosc.org/hoosierwoodpreservers.
1.1.2.1 Location
Hoosier Wood Preservers is located at 3605 Farnsworth Street in Indianapolis, Marion County, Indiana. Site coordinates are 39.7224100 degrees north latitude and 86.2212300 degrees west longitude. The site is located approximately 3.5 miles southwest of downtown Indianapolis.
The surrounding area is primarily industrial, although commercial properties are located to the south. Residential properties are within 200 feet to the east and northeast.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The Indiana Department of Environmental Management (IDEM) provided to the Environmental Protection Agency (EPA) several reports including a 1985 State Board of Health Report, a 1990 Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) Executive Summary, and a Phase II Subsurface Investigation Report prepared for the property owner in 2013. These reports are posted to the Documents section of www.epaosc.org/hoosierwoodpreservers.
The Phase II report documents that arsenic, total chromium, hexavalent chromium, and copper were present in groundwater above IDEM's Remediation Closure Guide (RCG) residential screening levels (RSLs). Arsenic was detected above the RSL in site soil. EPA confirmed with the Marion County Public Health Department (MCPHD) that local residents are connected to a municipal water source and do not rely upon private groundwater wells for drinking water.

2.1.2 Response Actions to Date
On May 29, 2015, EPA and its contractors:
- Drained water repellent from leaking totes into 55-gallon drums (see photos);
- Cut and cleaned water repellent totes;
- Cleaned up and containerized spilled water repellent from floor of processing building;
- Collected four samples for disposal analysis;
- Collected one sample of green solid material on ground (see photos);
- Performed hazard categorization (haz-cat) on hydrogen peroxide drums. Both drums tested positive for oxidizers (see photos);
- Continued reconnaissance and staging containers;
- Continued over-packing degraded containers;
- Performed Level C entries; and
- Staged materials including: 16 275-gallon totes; 3 cubic yard crates; 56 55-gallon drums; 6 30-gallon drums; 2 cylinders, 49 5-gallon buckets; and 139 small containers (1 gallon or less). This count represents a partial inventory list of hazardous materials at the site.
Indiana Power & Light (IPL) confirmed that electric service to the site was disconnected.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
EPA identified the current property owner and the former operator of the wood treating business. Information on these parties is in the site file.
