Work continues on the investigatory front and the seep remediation.
A sample (#05-089-1) of product forwarded to the USCG COIL Lab in Groton Conn., revealed the material to be a light diesel fuel with some weathering. A sample from monitoring well MWA01 (#05-101-1), located within 50 feet and downgradient of an abandoned above ground storage tank farm (3 tanks) on the Fogle’s property revealed a match. According to the lab “Suspected source sample 05-101-1 and spill sample 05—089-1are derived from a common source petroleum oil. Differences noted are attributable to weathering”. MWA01 well is located in an area immediately downslope of Fogle's, specifically the former AST location, that could logically be inferred as being derived from a spill below that AST. This is supported further by the results of the Geoprobe assessment indicating high PID readings at considerable depth. Visually, the product sample collected from MWA01 was similar to that previously submitted.
On March 21,2005, the FOSC presented these findings to the USCG NPFC Case Officer and EPA Regional Counsel. FOSC met with Fogle’s ownership on 3/31 to communicate findings and to advise that the area below the abandoned ASTs be opened up for sample. The present Access Agreement allows for EPA to perform this excavation should Fogle’s be unable or unwilling to perform.
In addition to this investigatory activity, the USACE contractor (Plexus) will initiate a seep removal action. There is an identifiable slug of this light diesel sitting just below the surface at the seep area. On 02/22/05 the FOSC directed the USACE to provide a plan for removal of this slug, estimated to be between 5000 and 10,000 gallons. The proposed action will include the vacuuming of the product from an interceptor trench, to be constructed during the week of 03/21/05, and transport offsite for disposal.
FOSC continues to participate in regular update meetings with property owners specifically Episcopal Ministry for the Aging (EMA), whose property the seep is emanating from. The next scheduled meeting is 03/30/05.
