2.1 Operations Section

2.1.1 Narrative
OSC Zavala conducting oversight at the Site.
2.1.2 Response Actions to Date
8/31/15 to 9/02/15
- EPA, Mr. Adams (Jeff Adams identified himself as the owner of Atkinson Distribution, Inc.), and Mr. Adams' contractors attended the daily 0700 Site briefing and safety meeting;
- Traffic control is occurring 24/7; flaggers during the day and portable traffic lights from 7:00pm to 7:00am;
- Booms and pads maintenance is ongoing;
- Water to control dust was used throughout the day to minimize dust in the temporary traffic lane and to hydrate the road course material.
- EPA, IDL, IDT, Mr. Adams, and Mr. Adams' Contractors had a meeting on Monday morning to discuss final bank restoration and the requirements for rebuilding the road. Also, to discuss the need to replace the Eastbound asphalt lane. IDT will inspect the area once the Westbound is done and the whole road area is cleaned;
- Topsoil was placed on the slope, seeded and the erosion matt installed.
- The road area was compacted to IDT specs and was ready to start paving;
- EPA, and Tetra Tech does not believe the diesel that ran over the eastbound lane would have penetrated the asphalt roadway and that there are no detrimental effects to the asphalt. However, once the area is swept/cleaned, a qualified engineer should inspect the road to confirm this.
9/03/ 15
- The material placed in the eastbound lane borrow for traffic was removed and the base was compacted;
- Some of the material was used to build up the shoulder of the new asphalt in the westbound lane;
- The road was paved;
- All equipment was removed from the roadway and the contractors demobilized;
- The road was reopen to traffic at 1700.
9/04/15 to 9/16/15
- Continue to contain, control, and recover product/sheen/water mixtures using absorbent media.
- OSC Zavala called IDT representative to have the results of the road inspection to determine if further action was needed. IDT indicated that they will conduct the inspection after receiving some information from Tetra Tech and get back to her but it hasn't happened.
9/17/15
- Nez Perce Tribe and EPA met on the site for final inspection. Both agency representatives' agreed that no more work needed to be done and they will call the removal action complete once the boom and pad were removed. The Nez Perce representative agreed to call the responsible party and convey this information and asked his contractor to remove the
booms/pads next to the bank.
9/18/15
- OSC Zavala called Jeff Adams to confirm that he knew that EPA will call the removal action complete after he removes the boom and pads of the river and submits pictures of the site.
