5152 Northport-Waneta Road

Central Soil Stockpile (located at the Command Post)

  • Site restoration activities were completed.  All equipment, supplies, and personnel were demobilized.  Hydro-seeding was completed in this area.  No further work is planned at this DU, except as described in Issues.

Mitchell Road and Access Road to Properties South of HWY 25 

  • Over the course of this removal, Teck imported several truckloads of pit run and gravel and performed road maintenance (filling pot holes, regrading surfaces, etc.) on public access roads and private driveways.  During this final week, Teck again brought several truck loads of road material, spread it out on the roadways, and staged additional material for use by the residents (at their request).  Teck made arrangements with a property owner on Mitchell Road and the Access Road to made any additional repairs using this material.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
On August 11, an Administrative Settlement Agreement and Order on Consent (ASAOC) for Removal Action (Docket No. CERCLA-10-2015-1040) was signed by EPA, Teck Metals Limited, and Teck American Incorporated.  The ASAOC provides the terms of the agreement under which Teck will conduct the removal action under oversight by EPA.

  2.2 Planning Section
   

2.2.1 Anticipated Activities
2.2.1.1 Planned Response Activities
During this removal action, contaminated soil will be excavated and removed from 14 residential properties and 1 tribal allotment.  Soil will be excavated in 6" lifts to a maximum depth of 12" total depth (24" total depth in garden areas).  The excavation will be backfilled with the material of the property owner's choice.  The excavated soil will be transported and disposed at an appropriate landfill.

All equipment and personnel have demobilized.  No further work is planned.

        

2.2.2 Issues

A "chip-seal" road near the Command Post was damaged by heavy truck traffic.  The property owner has a current lease arrangement for the Command Post area with Teck is aware of the damage.  Teck has made arrangements with the property owner to assess the road when the weather is conducive to proper repair or replacement, probably in Spring 2016, or Teck will make other arrangements for compensation with the property owner.
