On October 28, 2015, Sunoco reported  an estimated 150 barrel oil spill near Sour Lake, TX from a 4-inch pipeline to the NRC (#1131943). During a follow up call with the Responsible Party (RP), Sunoco estimated that approximately 1 mile of Willow Creek had been impacted. OSC Paige Delgado was dispatched to the scene to determine the scope of the incident and the threat of the spill to navigable waters. Sunoco, the pipeline operator, had deployed a cleanup contractor and began installing booms for containment and oil recovery. Revised estimates from Sunoco  are significantly less than the original 150 barrels reported were discharged.

2. Current Activities
  2.1 Operations Section
   

A follow-up site visit was conducted 19 November 2015 by the EPA team and representatives from Sunoco. Sunoco has leased two acres of the land from the property owner to land farm the soil. A frac tank was onsite to collect and filter the rain water that filled the holes dug during excavation. The filter water would be pumped back into the creek upon completion. Sunoco is coordinating with TCEQ and TGLO on their progress. EPA will verbally follow up with Sunoco on the finalization of this portion of the clean up.

2.2.1 Anticipated Activities

Sunoco has leased two acres of the land from the property owner to land farm the soil and backfill the holes after analytical data is completed. Rain water in excavated holes will be pumped into a frac tank onsite and filtered. After sampling, the water will be pumped into the creek. Sunoco is coordinating with TCEQ and TGLO on their progress.

Based on the November 19, 2015, assessment, EPA does not plan to take any further response actions.

EPA will verbally follow up with Sunoco on the finalization of this portion of the clean up.
