2. Current Activities
  2.1 Operations Section
   

2.1.1 Narrative

FEMA has issued Mission Assignments to EPA to staff the ESF#10 desk at the FEMA AFO, to conduct ESF#10 operations for HHW and orphan containers and to conduct debris removal.

2.1.2 Response Actions to Date

See previous SitReps for previous information. The following is a summary of each day in this reporting period:

1/30/2016 - Two HHW collection and four debris removal teams were active. River recon/collection was completed.

1/31/2016 - Two HHW collection and three orphan container access teams were active. No debris removal was conducted.

2/1/2016 - Two HHW collection, one orphan container access and three debris removal teams were active. The tub grinder arrived at Jefferson County Winter Park and mulching/grinding of the large vegetative debris field began.

2/2/2016 - Two HHW collection, one orphan container collection, one orphan container access and three debris removal teams were active.

2/3/2016 - Two HHW collection, one orphan container collection, one orphan container access and three debris removal teams were active.

2/4/2016 - Two HHW collection, one orphan container collection, one orphan container access and three debris removal teams were active.

2/5/2016 - One HHW collection and four debris removal teams were active. Mulching/grinding of the large vegetative debris field at Jefferson County Winter Park was completed. A liaison was sent to the AmeriCorps EOC to coordinate daily communication regarding residential muck-outs and debris removal activities.

AFO ESF#10 has received 17 completion release forms from community leaders to date (Arnold, Byrnes Mill, Eureka, Herculaneum, Kimmswick, Kirkwood, O'Fallon, Pacific, Portage Des Sioux, St. Charles (City), St. Peters, Union, Valley Park, West Alton, Franklin County, Jefferson County, St. Charles County); three release forms are yet to be received (Fenton, Florissant, St. Louis County).

2.2.1.1 Planned Response Activities

Continued staffing the FEMA AFO and provide assistance, as needed, to the state.

Continue HHW collection documenting each pass through neighborhoods.

Continue general debris recovery documenting each pass through neighborhoods.

The Region 7 REOC continues to be activated to assist with all field operations.

2.2.1.2 Next Steps

HHW collections and debris recovery operations are set to conclude February 15. Processing, recycling and/or shipping out of HHW, e-goods and white goods at the collection pad has started. These activities (including final shipments from the pad) are expected to be concluded by the end of February. Demobilization planning has begun.

2.2.2 Issues

Extreme cold conditions is a possible issue.

    Currently, seven EPA personnel have been mobilized and each will take care of their own logistics.

2.5.1 Safety Officer

EPA Roy Krueger and MDNR Steve McLane are acting as the official Safety Officers. FOSC Adam Ruiz is acting as the on-site Assistant Safety Officer.

An EPA information officer from the Kansas City Regional office is coordinating with the disaster related JIC.
