POLLUTION REPORT

Subject: 

The Rogene French Alcohol Plant site (Site) is located at 7155 NE 100 Road, southeast of Osceola, St. Clair County, Missouri, in a rural/light residential area.  The property is an approximate 40-acre tract, but the known area of concern is about three acres.  The site is an abandoned alcohol and solvent recovery distillation facility.  Three recently abandoned mobile homes are located on the west side of the site.  A water supply well is located near the three mobile homes.  Two buildings are located on the site, one adjacent to the mobile homes, the other to the east of the mobile homes and adjacent to the distillation units.  Both buildings contained abandoned drums.  Eleven above-ground storage tanks were located on the east side of the site.

Numerous abandoned drums and eleven above-ground storage tanks were identified on the site.  Neither the drums nor the tanks were labeled, and all were in poor condition.  The following hazardous substances, as defined in Section 101(14) of CERCLA and listed at 40 C.F.R. 302.4, were identified on the site: benzene, carbon tetrachloride, methyl-ethyl ketone, tetrachloroethene, trichloroethene, and vinyl chloride.  The surrounding soil may be contaminated due to the extremely poor condition of the drums and tanks.  The site is not secure so there is significant potential for exposure to nearby human populations as well as any animals that may traverse the site.    

The current removal activity can be broken down into a step-by-step process:

January 28-30, 2004 - Three Emergency and Rapid Response Services (ERRS) contractors and 1 Superfund Technical Assessment and Response Team (START) contractor were on the site with the on-scene coordinator (OSC).  A mobile drum crusher was utilized to crush the approximately 500 RCRA empty drums that were on the site.  The crushed drums were staged in 3 stockpiles.  The eleven above-ground storage tanks were cleaned of their contents, cut into pieces, and stockpiled on the east side of the site.  The pole barn building that had previously contained the majority of the drums was demolished.  The waste material that had been released from the drums located in the storage barn was placed into a stockpile with soil from the base of the barn, and the waste from the cleaning of the tanks.  A representative sample of the stockpiled material was collected for proper characterization.  

March 9-10, 2004 - Two ERRS contractors arrived on the site with the OSC to begin loadout of the waste material.  The 3 stockpiles of RCRA empty drums, the shed demolition debris, and the stockpile of soil material was sent to the Show Me landfill in Warrensburg, MO. The stockpile of scrap metal from the above-ground storage tanks was sent to American Compressed Steel in Sedaila, MO., for recycling.  

May 3-7, 2004 - Four START contractors and the OSC were on the site to begin the integrated site assessment field work.  Surface soil, subsurface soil, sediment and surface water samples were collected.  A geophysical survey was conducted in the field to the north of the former pole barn to determine if any buried drums might be present.  The geophysical survey identified 5 areas of anomalies.  

November 16-19, 2004 - Based upon the results of the May 2004 integrated assessment field work, additional assessment activities were conducted.  Surface soil, subsurface soil, sediment, surface water, and groundwater samples were collected at the site.  Trenching was also conducted in the area to the north of the former pole barn in the locations identified as anomalies.  One buried drum was uncovered, that was empty, along with a large quantity of metal debris - fence posts, barbed wire, bed frames, etc.

No further removal activities are planned under the existing Action Memorandum.

The removal actions specified in the September 18, 2003, Action Memorandum have been completed.  The soil and groundwater data from the Integrated Assessment is being reviewed to determine if any further actions may be warranted at the site.

The RCRA empty drums (approximately 500), the pole barn building debris, and the waste stockpile (soil, spilled waste, and tank cleanout waste) was disposed at the Show Me landfill in Warrensburg, MO.  The scrap from the demolition of the eleven above-ground storage tanks was shipped to Amercian Compressed Steel in Sedaila, MO. for recycling.
