From July 25 through August 19, 2005, U.S. EPA and its Emergency Rapid Response Services (ERRS) and Superfund Technical Assessment and Response Team (START) contractors continued actions to reduce releases of hydrogen sulfide from the landfill and eliminate high level exposure to nearby receptors.
Routine actions include on-site and off-site monitoring for hydrogen sulfide and particulate matter, site security, dust control, and general site maintenance. Specific response actions are detailed below.
SITE ACTIVITIES TO DATE:
From July 25 - August 19, 2005, the following activities occured:
· Leachate treatability studies have concluded. A cost analysis was performed and a product supplier was determined.
· The western portion of the site where the water treatment system will be located was cleared and grubbed. Construction of the treatment system was initiated. A trench was established and several lengths of PVC pipe were joined for transport of leachate from the landfill risers. A cement pad for the treatment system (tank) was poured.
· Capping of the eastern slope and top of the "phase 2 summit" area of the landfill has been completed. The southern slope is currenty being constructed.
· During the week of July 25, the western most leachate pond was de-watered. During operations, substantial releases of hydrogen sulfide gas occured. Air monitoring results along the fence-line exceeded site action levels. Air monitoring was performed in nearby neighborhoods. Although odors persisted for over an hour, H2S levels were well below designated site response criteria. Upon backfilling the pond with clay, H2S levels diminished to backgroud.
· One pond, contaminated with leachate, was treated with a biological product to test that product's effectiveness. Water quality samples of the biologically treated pond continued to be collected to monitor for pH, dissolved oxygen (DO), sulfite levels, and hydrogen sulfide ‘headspace’ levels.
· Compaction testing (utilizing a troxler guage) continued, in order to confirm capping meets proper compaction specification.
· Construction of a storm water ditch was initiated. This includes clearing trees and removing a portion of an on-site railroad spur.

· Install a temporary, high capacity leachate treatment system.
· Per the design plans, install a surface water / storm water management system which includes capping of the "phase 2 summit" location.
· Design and install a permanent leachate management system.
· If necessary, design and install a soil vapor extraction and treatment system.

· Continue implementation of the surface water management system.
· Continue placing a compacted cap over the "summit" location of the Phase 2 landfill.
