From January 3-12, the PRP contractor addressed dewatering of the site through the use of vacuum trucks at various locations around the site, including: the storm sewer system that runs parallel to the ODOT construction site for I-280, within the mass excavation, and within the tank farm. Also during this time period, the Maumee River continued to be monitored for contaminated storm water migrating through the sewer system. Additionally, a PRP contractor monitored site worker and the perimeter of the site for exposure to petroleum/gasoline vapors.
On January 3, activities resumed from after the holiday weekend. Activities included using Geoprobes to continue the extent-of-contamination investigation and a hollow-stem auger (HSA) to perform the geotechnical investigation of the soils, both within the tank farm. The PRP contractor continued the mass excavation of soils from the ODOT Ramp X construction site. The contaminated soils are being transported directly from the excavation to the landfill for processing and/or disposal. The PRP contractor discontinued the use of air purging the sewer systems.
On January 4, the mass excavation of contaminated soil from the ODOT construction site was completed. The environmental and geotechnical investigations inside the tank farm continued.
On January 5, an access ramp into the north end of the mass excavation was constructed to allow safe access for dewatering and sampling activities. The PRP contractor re-positioned the containment booms on the Maumee. The environmental and geotechnical investigation inside the tank farm continued.
On January 6, the floor of the mass excavation was graded for safety reasons prior to the confirmatory sampling of the bottom and side walls of the mass excavation. The environmental and geotechnical investigation inside the tank farm continued.
On January 9, the PRP contractor continued the excavation of the storm sewer adjacent to the mass excavation. The site was evacuated for approximately 1 hour due to a release of gasoline from a portion of the site not related to the emergency response.
On January 10, the PRP contractor continued to excavate the storm sewer line adjacent to the mass excavation. The PRP contractor also continued to investigate the site as described in the Environmental Investigation Work Plan and the Geotechnical Investigation Work Plan. The surveying of the mass excavation for confirmatory sampling was begun.
On January 11, the PRP contractor completed phase one of the excavation of the storm sewer line. Due to the presence of gasoline at the southeastern edge of the mass excavation, it was determined that the storm sewer pipe would need to be removed to excavate the soil and backfill under the pipe. The PRP contractor began building a bridge over the aboveground piping runs located inside the tank farm to allow access to the area around the aboveground tanks. The environmental investigation using a Geoprobe continued. The PRP contractor began sampling the floor of the mass excavation.
On January 12, the PRP contractor continued sampling the floor of the mass excavation, building the access bridge inside the tank farm, and completed the environmental investigation of the City of Toledo park property using a Geoprobe. The PRP contractor continued to investigate the Delta Fuels property using a geoprobe.
|
Continue investigation activities to determine the off-site extent-of-contamination, in accordance with the established Site Workplans.
Continue investigation and excavation of the off-site release.
Continue collection and removal of on-site liquids contaminated with petroleum.
Finish the Geotechnical Investigation to determine on-site removal options, in accordance with the established Site Workplans.
Remove a section of the storm sewer that was exposed as part of the mass excavation.
|
- The PRP contractor will continue sampling the mass excavation to determine if all contaminated soils were removed.
- The PRP contractor will continue excavation activities at the ODOT Ramp X.
- The PRP contractor will continue storm water management/collection and sewer monitoring activities.
- The PRP contractor will continue to monitor workers exposure and the air results around the perimeter of the facility and in the adjoining neighborhood.
- The PRP contractor will continue to investigate the contamination located on the Delta Fuels property.
- The PRP will install an on-site water treatment facility to remediate any collected contaminated groundwater.

On January 9, 2006, a 300 gallon release of gasoline occured at the site from the vapor recovery system associated with the fueling station. Some product was captured by the secondary containment around the vapor recovery system.
As of January 11, 2006 - 19,245 gallons of product have been recovered.
Approximately 18,900 tons of contaminated soils have been transported to Evergreen Landfill for bioremediation/disposal.
