During this reporting period the USACE and its contractor continued to finalize its Scope of Work (SOW) and Site Specific Health and Safety Plan. The FOSC met with all parties on January 09, 2006 to discuss the subject plans. Comments were provided by the FOSC, MDE and START contractor personnel. Finalized documents to reflect these comments. On January 24, 2006 the FOSC met with the prospective buyer of the property at MDE offices in Baltimore. In attendance were other reps from
EPA and MDE. Coordination and communication issues were discussed.

Site mobilization by USACE contractor is anticipated on or abour January 31, 2006. Mobilization of contractor rersources may take approximately one week. Field work may initiate early the following week. Site schedule will consist of 10 hour days/4 days per week (M-Th).
The general SOW is as follows:
Phase I activities will include the magging and flagging of all surficial metal material in the acres (approx 41 acres) outside the known burn pit locations. Based on this information grids will than be sifted thru by hand with shovels. Each individual flag will be investigated until the specific ferrous item is found and removed. Work will proceed into the remailing 15 acres in the vicinity of the pits. The top 18 inches of soil will be removed and sifted thru with larger equipment and the spoils analyzed by the onsite UXO techs. All metal material will either be scrapped or set aside for on site treatment. Phase I activities are proposed to last two months. Phase II activities which will include the burn pits (remaining 14 acres) will be addressed after Phase I.

EPA led community relations activities have commenced. Fact sheets were mailed out to local residents, local and state officials on 01/25/06. The FOSC is coordinating meetings with LEPC officials and Cecil County Commissioners to notify of removal.

Close coordination with all local residential and elected officials. Notification of any on site treatment activities as per SOW.
