From March 25 -27, 2006, BP and their response contractors have continued spill containment, clean-up activities and air monitoring.  Vacuum trucks, skimmers, and boom have been deployed along impacted areas of Shantee Creek.  Three underflow dams have been constructed downgradient of the release.  Recovered product/water is being collected in storage tanks for eventual disposal at the nearby BP Refinery. To date, approximately 5,100 gallons of product has been recovered.  Excavation activities have commenced at the source location at the intersection of Laskey and Tractor Roads.  The 20-inch long split along a seam of the impacted pipeline was exposed and impacted soils are being collected in roll-off boxes chacterization and disposal.

On March 25, 2006, a second leak was discovered on the same pipeline approximately 300 yards to the west of the original break just west of the Bennett intersection.  The second leak was described by BP personnel as being a "pinhole leak" caused by corrosion.  The result of the release was an approximate 3 foot by 5 foot area of impacted soil near the "pinhole leak".  All contaminated soils related to this release will be removed with EPA oversight.

Installation of five soil borings, utilizing direct push drilling techniques, were installed to determine the extent of contamination near the pipe leaks.  Borings were advanced to an approximate depth of 12 feet.  Nine soils samples were collected for BTEX and TPH (GRO)analysis.  Investigative activities will continue on March 28, 2006.

On March 27, 2006, BP's response contractors collected 3 confirmation samples at the Bennett and Laskey pinhole leak location.  One sample was collected on the floor of the excavation directly below the pinhole leak at approximately 4.3' below the curb of the road.  The other two samples collected were from the north and south sidewall.  Sample locations were collected below the leak as well.  BP's contractors will be using the Petroleum Contaminated Sites Guidance Document for Emergency Response for comparison of their analytical results.

BP's contractors are currently conducting air monitoring in the residential area located immediately adjacent to the spill/excavation and impacted areas.  EPA's START contractor is overseeing air monitoring activities and providing confirmation of the PRPs analysis.

Wildlife impacts to date include 5 dead ducks, 2 dead fish, 2 dead turtles, a sparrow, and an oiled muskrat (2 ducks and the sparrow may be unrelated to the release).  Ohio DNR and U.S. Fish and Wildlife Service are providing technical assistance in regards to handling of impacted wildlife.  An impacted wildlife plan has been developed to establish procedures and safety protocols for assessing and collecting wildlife.

From March 24 - 25, 2006, two residential odor complaints have been received.  On March 26, 2006, an odor complaint was received by the restaurant located at Laskey and Tractor Roads.  BP's response contractors are investigating this complaint and a plan is being implemented for following up at these locations by representatives from the City of Toledo, BP's contractor (CTEH) and EPA START.

During an inspection of the collection areas on Shantee Creek, it was discovered that there was passthrough of sheen and product beyond the final underflow dam and absorbent boom.  The PRP contractors installed additional boom and extended air monitoring to include Raintree Village mobile home park.  No elevated VOC readings have been observed in the residential areas within the spill area.

BP is beginning to implement a plan for any rain events that may occur.

Continue oversight of the PRP response actions to ensure all spilled product in soil and waterway is collected and properly disposed.

Provide oversight in reviewing all Health and Safety Plans and Work Plans (Sampling, Disposal, Impacted Wildlife, Subsurface Investigation, etc.) for the site.

Continue air monitoring in residential areas, at product collection points, at adjacent industrial facilities, and at site of excavation activities to confirm PRP contractor results.

Review waste management plans developed by the PRP for all disposal activities including gasoline/water, contaminated soil, and oily waste materials and debris.  Ohio RCRA personnel are meeting with the PRP to discuss appropriate waste disposal activities.

Review PRP contractors health and safety plans.
