POLLUTION REPORT

Subject: 

On March 23, 2006, BP Pipeline reported a potential spill to the National Response Center.  At 0415-0500 hours, BP recorded unusual pressure drop readings in a 6-inch gasoline pipeline between the Toledo Refinery and Hill Ave.  At 0850 hours, the City of Toledo Environmental Services observed sheen in Shantee Creek and reported it to BP.  The leak was eventually traced to a section of pipeline near the intersection of Laskey and Tractor Roads.  Approximately 2 miles of Shantee Creek have been impacted between the spill site and Stickney Road.  The spill is located in a mixed residential/rural/industrial area.  BP estimates that approximately 46 barrels (2000 gallons) of gasoline have been released.

BP and their response contractor (C&W Tank Services) have initiated spill containment and clean-up activities.  Vacuum trucks, skimmers, and boom have been deployed along impacted areas of Shantee Creek.  An underflow dam has been constructed at Stickney Road.  Recovered product/water is being collected in storage tanks for eventual disposal at the nearby BP Refinery.  

Excavation activities have commenced at the suspected source location along Laskey Road.  Initial reports indicate the spill was the result of a 20-inch long split along a seam of the impacted pipeline.  Excavated soils near the source are being collected in roll-off boxes for ultimate waste characterization and disposal.  

The Office of Pipeline Safety is on-scene to investigate the source of the release and oversee investigation activities.
  
Other responding Agencies include the City of Toledo, Ohio EPA, Ohio DNR, U.S. Coast Guard - MSU Toledo, and U.S. EPA.  These agencies all continue to provide oversight of RP activities.  Site operations are currently running 24 hours.

EPA's START contractor is currently conducting air monitoring in the residential area located immediately adjacent to the spill/excavation.  EPA is working with the RP's technical consultants (Delta Environmental and CTEH) to transition all air monitoring functions to the RP team.

EPA notified US DOI of the spill.  MSU Toledo notified Michigan DNR.  Ohio DNR responded to the spill.  Wildlife impacts include 1 dead duck, 2 dead fish, 1 dead turtle, and an oiled muskrat.  Ohio DNR is providing technical assistance in regards to handling of impacted wildlife.

One residential odor complaint was received overnight.  A plan has been implemented for following up on residential complaints.  Representatives from the City of Toledo, BP's contractor (CTEH) and EPA START will respond to complaints.

Continue oversight of BP's response actions to ensure all spilled product in soil and waterway is collected and properly disposed.

All responding Agencies continue to oversee RP activities with a high level of cooperation.

Continue air monitoring in residential areas, at product collection points, at adjacent industrial facilities, and at site of excavation activities.  EPA's START contractor is currently conducting the air monitoring in residential areas.  BP contractors are conducting all other air monitoring.

Review waste management plans developed by BP for all disposal activities including gasoline/water, contaminated soil, and oily waste materials.  Ohio RCRA personnel are meeting with BP to discuss appropriate waste disposal activities.

Transition all air monitoring activities to BP's technical contractors, Delta Environmental and CTEH.
