Site Description

A transportation truck roll over resulted in the release of approximately 11000 gallons of fuel (9000 gal of gasoline and 2000 gal of Diesel on March 11, 2006 at approximately 0530.  The incident occurred on US Hwy 5, at milepost 118.   The fuel released to the ground and entered an unnamed tributary to Roberts Creek and the South Fork of the Umpqua River.


Current Activities

START-3 and Oregon Department of Environmental Quality (DEQ) demobilized from the site on March 17, 2006.  

During this operational period, the following assignments were completed by the responsible party.  Surface water monitoring was conducted one time per week since the trench was installed at the toe of Roberts Creek.  The small tributary from the toe is dry after the trench installation.  Crews continued to pump petroleum contaminated water from the trench to the Frac tanks, and continued sparge operations.  Trench pumping has decreased the infiltration of contaminated water to the tributary and creek.  Extra pumps and hoses were maintained to manage the water in adjacent ditches and the creek in the event of rain.  Fencing was installed to keep the cows in the field away from the site.  Crews continued to monitor the toe of the embakement south of the excavation for signs of oil.  

Excavating on the highway continued during this operational period.  Crews continued to maintain barricades and traffic control.  The responsible party continued to investigate the extent of contamination with excavation and direct push as needed.  Night crews continued to monitor the site for water pooling and would drain or pump the water away from the site.  

The responsible party continued to coordinate the uploading of trucks at the stockpile.  The stockpile was covered at night to keep the rain off.  A stockpile site was established for asphalt using plastic with an earth barrier.  Soil was screened with a 4" bar screen to remove cobbles and larger farctions.  The finer-grained soil and rock is being trucked to Coffin Butte Landfill for disposal.  

The responsible party continued water and soil sampling to establish clearance sample requirements for Back Fill.  The mobile laboratory demobilized on March 17.  The responsible party with DEQ oversight will develop a water management plan, and a plan for the long term maintenance of trench and monitoring of groundwater.  Groundwater is monitored weekly 4 monitoring wells and one trench access point, and surface water is monitored weekly with 4 surface water points.  

The total petroleum contaminated soil removed is in excess of 5000 cubic yards.


Planned Removal Actions

The continuation of groundwater removal using the interceptor trench and the potential addition of two more monitoring wells.
