Site Description

See POLREP #1 for a full description of the Site.

Current Activities

From March 25 - April 5, the PRP contractor addressed dewatering of the site through the use of vacuum trucks at various locations around the site.  Locations included the storm sewer system that runs parallel to the ODOT construction site for I-280; within the mass excavation; and on-site in the tank farm.

From March 25 - March 30, limited activities by the PRP contractor were performed on-site. The PRP contractor continued to treat, discharge and record the on-site treated water discharge to the Front Street Sanitary Sewer main.

On April 5, the PRP shipped 25,500 gallons of stormwater to Byron Center, MI for treatment and disposal.

On April 5, 2006 the EPA issued a Notice of Federal Assumption and took immediate steps to protect human health and the environment from the threat of release from the site.

Planned Removal Actions

Install a duel (water and gas) Vapor Recovery System along the ODOT storm sewer system both north and south of the mass excavation.

Continue collection and removal of on-site liquids contaminated with petroleum.

Start on-site remediation activities which will include surface soil removal/remediation, removal and or remediation of the contaminated dike wall along the east side of the tank farm, installation of an impermeable barrier along the inside of the tank farm, and collection of gasoline product contained below Tank #3 via recovery wells and/or vapor recovery.

Next Steps

Continue with the Fund-lead Removal Action.

Key Issues

Due to a lack of on-site work by the PRP, the EPA issued a Notice of Federal Assumption and took immediate steps to protect human health and the environment from the threat of release from the site.  As of 17:00 hours on April 5, 2006, contractors previously hired by the PRP began working directly for the EPA.

As of January 24, 2006 - 19,909 gallons of product have been recovered.

As of April 5, 2006, 1,202,685 gallons of surface water have been treated on-site and then pumped into the sanitary sewer system for discharge through the City of Toledo Wastewater Treatment Plant.

The correct address in previous POLREPS for the wastewater treatment plant should have been: City of Toledo, Division of Water Reclamation, Bay View Wastewater Treatment Plant, 3900 N. Summit Street, Toledo, Ohio 43611.
