Site Description

The TFF is located immediately south of Tanapag Village on the northwestern portion of Saipan, CNMI.  The TFF is listed as a Defense Environmental Restoration Program - Formerly Used Defense Site (DERP-FUDS).  Previous assessment by the USEPA found that six of the tanks associated with the TFF still contain visible petroleum contamination and are in various states of disrepair with leaking oil observed at several of the tank locations.  Additionally, previous investigations at the site have documented the presence of petroleum hydrocarbon and metals contamination in the soil surrounding the tanks.  The USEPA and CNMI DEQ have prioritized these six tanks for removal.  Project tasks will include the removal of oil/sludge and contaminated water from inside the tanks, removal of tank materials and removal of contaminated soil in as many of the areas as funding allows.  The overall goals of the project are to reduce the potential risk to human health and the environment associated with the presence of elevated concentrations of hydrocarbons and metals; reduce the likelihood of oil releases from tanks;  mitigate the physical hazards associated with the partially collapsed tanks; and build the capacity of the CNMI DEQ environmental cleanup program.


Current Activities

April 6, 2006 - EPA OSC met with DEQ Director and DEQ staff regarding project, logistics and proposed implementation.  EPA and DEQ met with the Tanapag Action Group regarding the Work Plan.  TAG recommended voluntary relocation of residents during work around their properties.  The group also discussed utilizing a different access to the Tank 14 property, from Middle Road (Chalan Pale Arnold) rather than the path which is adjacent to the Falig house.  TAG inquired whethere there were any unanticipated issues which may arise or whether there was something that would cause a substantial amount of the funding to be expended in a single tank area.  They expressed their desire for EPA to complete as much of the project as possible with the funding and requested consultation in the event that significant problems arose in a single tank area.  EPA and DEQ met with the Department of Public Works regarding their assistance with providing transportation and disposal of municipal solid waste which was generated on site and use of the petroleum contaminated soil as daily/weekly cover for the Marpi Landfill.  EPA and DEQ met with USCG MSD Saipan Petty Officers who were interested in being briefed on the project and provide support if possible.  EPA OSC continued to work with RCRA on the Site Specific Cleanup standards for the site.  

April 7, 2006 - EPA and DEQ met with CNMI Customs regarding waiver of taxes and fees for the container which EPA had shipped for the project.  Customs agreed and released the container.  EPA and DEQ met with CNMI Commonwealth Utilities Corporation Wastewater Division regarding acceptance of treated wastewater from the project and a request for a waiver of fees for discharge.  CUC requested analytical data for the wastewater and a letter from DEQ regarding the fee waiver.  EPA, DEQ and TAG met with two residents who would be impacted by the project, Cynthia Iguel Martin (Tank 10) and Angel Falig (Tanks 12-14).  The project and schedule was discussed with each of the residents.  Mr. Falig provided approval for EPA to store the shipping container and equipment on his property for the duration of the project.  Both resident thanked EPA for conducting this work.  EPA Region 9 RCRA finalized the Site Specific Cleanup Standard memorandum.

April 10, 2006 - ERRS RM and PAS on island to finalize logistics for project.  EPA and ERRS had a meeting at DEQ with staff.  EPA, ERRS and DEQ visited the USCG office and met with USCG Lt. Shultz.  EPA, ERRS, DEQ and USCG visited the tank sites and discussed site setup and operations.  EPA, ERRS and DEQ work on logistics including supplies and equipment for operations.

April 11, 2006 - START PM on island and worked with OSC on logistics for START and ERRS crew.  START also worked to find TPH test kits which had been ordered the week previous, but had not arrived on island.  The cargo container was dropped on the Falig property.  EPA and ERRS went to Hawaiian Rock to meet with them about renting equipment and assistance with project.  Logistics continued.

April 12, 2006 - START worked on preparation for SAP/DQO training sampling.  START and DEQ conducted soil sampling at Tank 13 for correlation of the TPH test kits and XRF.  ERRS and DEQ unloaded the cargo container and arranged supplies.  Logistics continued.  DEQ sent letter to CUC regarding wastewater discharge, request for fee waiver and potential issues with power lines at Tank 13 site.  DEQ also sent a letter to the DPW requesting assistance with buiding an access road to the Tank 14 site, as requested by the property owner.  

April 13, 2006 - START conducted a SAP and DQO elements training for DEQ.  The training included how to prepare and review a SAP, data quality objectives and analytical methods.  After the SAP training, EPA, START and ERRS conducting a briefing on preparation of a Health and Safety Plan and went over some of the Site Specific Health and Safety Plan for the project.  ERRS went to Hawaiian Rock to meet with them about renting equipment and assistance with project.  ERRS worked on identification of compressed gases for cutting operation and met with SeaFix regarding equipment and building an oil water separator for the project.  EPA sent memorandum to CUC regarding wastewater discharge and provided analytical data.  EPA submitted the Special Waste Application to DEQ and DPW for sending contaminated soil to Marpi Landfill for use as alternative daily/weekly cover.  OSC worked with DEQ PIO on press release and fact sheet.

April 14, 2006 - START processed samples and conducted XRF analytical for samples.  EPA sent out a press release regarding the project.  The OSC continued work on the earthmoving and erosion control permit amendment for the new access road into the Tank 14 site.  ERRS continued work on logistics.

April 15, 2006 - START and EPA worked on the earthmoving and erosion control permit amendment and figures.  START continued work on the TPH test kits, which had been ordered by E&E on March 28, 2006, but had still not been shipped to Saipan.  ERRS continued work on logistics and preparation for site work to begin on Monday.

April 16, 2006 - EPA, START and ERRS worked on logistics in preparation for site work and DEQ training on Monday.  EPA worked on fact sheet and finalization of permit amendment.  ERRS crew and USCG PST arrived on island.


Planned Removal Actions

Work at Tank 10 is scheduled to begin on April 17, 2006.  Vegetation clearance and access to be completed first.  Cutting of tank and stockpiling of metal to be conducted next.  Removal of trash will continue throughout the operation.  Oil will be recovered as necessary.  Contaminated soils will be excavated after sampling.

Begin work on Tank 10.
