Current Activities

April 17, 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 9; CAT 330 excavator, T190 Bobcat - In the morning, a meeting at DEQ was held with DEQ project staff, EPA, ERRS and START.  The meeting provided an introduction, and a briefing of operations and site safety.  After that, the crew mobilized to the container (at the Tank 13 site) and materials were loaded out of the container and moved to the tank 10 site.  Work begins in the tank 10 area.  Vegetation around the tank is removed by hand and utilizing the bobcat.  The excavator was delivered by Hawaiian Rock.  ERRS picked up cylinders and gases for cutting operations.  Cutting operations began to provide access to garbage.  DEQ provided fire watch and supression for cutting operations.  This tank area contains a lot of garbage and DEQ crews assisted with bagging the garbage for collection.  DPW Solid Waste was on site to discuss garbage collection.  It was decided that a dump truck would be brought rather than a rolloff container.  EPA submitted the permit amendment to DEQ, who routed it to the other agencies. START works on calibration of Multi-RAE.  DEQ and START coordinate with Safety First and Saipan Fire Department.  Saipan Fire Department loans the project calibration gasses.  EPA agrees to replace gasses borrowed from Fire Department and continues to work with Eagle on getting gases on site.  GPS sent by Eagle did not have software - START works to try to obtain software so GPS can operate.  

April 18, 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 9; CAT 330 excavator, T190 Bobcat - Work continued in the tank 10 area.   Bagging of garbage continued.  A 10 yard DPW dump truck came on site twice and was loaded with garbage to bring to the Lower Base transfer station. Tank cutting operations continued with torches, chop saw and the excavator.  Stockpiling of tank metal began.  SPE representative on site to discuss available resources.  ERRS RM and OSC went and visited Hwang Zheng Recycling and began discussions with DEQ regarding which recycling facilities were in compliance.  Water test kits arrived.  Soil samples arrived at USEPA R9 Lab.  Woolslayer coordinates with DEQ GIS person.
The OSC and START work on research and analytical support for disposal alternatives.  OSC Rogow spoke with RCRA's Solid Waste program regarding local disposal options for the non-hazardous oil and contaminated soil.

April 19, 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 9; CAT 330 excavator, T190 Bobcat - In the morning, after the safety meeting, ERRS gave training to DEQ on the operation of the Bobcat and the cutting torches.  Cutting operations continued on the back end of the tank.  Some additional vegetation removal was conducted and more garbage was found and bagged for DPW pickup.  In the early afternoon, the excavator fell off the left track.  ERRS tried to repair, but was unsuccessful.  Hawaiiian Rock maintenance came on site and repaired the track.  The OSC and DEQ continued coordination regarding recycling facilities and the OSC learned that no facilities have been permited by DEQ to handle ferrous metals because DEQ had yet to develop an recycling facility regulation or guidance.  Therefore, it was determined that the OSC would conduct a site visit for each potential recycling facility and make a determination on which to use.  At the end of the day, which loading cylinders into the bed of the truck, ERRS busted the back window of the silver DEQ truck.  DEQ informed EPA that Coastal Resources Management (CRM) would require the submission of a minor permit for the amendment which was submitted by EPA on Monday, so the OSC began work on the minor permit.  START works with DEQ lab staff on how to operate pDRs.  Connection issue with pDRs since there is no longer a 9-pin port on laptop computer.  DEQ dedicates old desktop computer with 9-pin port to the project for pDR data.

April 20, 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 9; CAT 330 excavator, T190 Bobcat - PDRs were set up on site today.  Tank cutting operations continued, with removal of side walls to the base of the tank.  Perlite was utilized to soak up liquids along the tank bottom edge, but oil was viscous and set in place.  The DPW dump truck came and was loaded with garbage.  The OSC found out that CRM signed off on the amendment and did not need a minor permit.  HPO and DFW also signed off on the permit amendment and approval for the amendment was issued by DEQ to EPA.  This approval allowed the road building activity in Tank 14 area to begin.  START coordinates with Eagle, Trimble to try and get software needed for GPS.  The Army Corps of Engineers FUDS coordinator weas on island for a meeting with DEQ and sent their contractor for a site visit.

April 21, 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 9; CAT 330 excavator, T190 Bobcat -  Crews continued work at the Tank 10 site.  Tank cutting operations and decontamination of scrap metal continued.  Deconned metal was stockpiled on visqueen.  Silt fence was installed to prevent migration during oil treatment and removal operations.  

Work began building the access road to Tank 14.  This work is being conducted by CNMI DPW and involves filling of a 4 foot drop from Chalan Pale Arnold to the Tank 14 site.  Creating this method of access prevents egress of heavy equipment adjacent to the house near tank 14.  Vegetation removal is being conducted by ERRS and DEQ for this area.  ERRS gave a lesson to DEQ personnel on chainsaw operation and safety.

Coordination with START SF/ Eagle SF/ OSC Rogow to get GPS up and running continued.  Eagle indicates that another GPS will be sent out along with pDRs since pDRs sent out last week are now due for calibration.  START gave XRF training to DEQ lab staff.  Soil test kits finally arrive on island and START unpacked and reviewed test kit procedures.

April 22 2006:  EPA - 1, START - 1, ERRS - 5, USCG - 1, DEQ - 3; CAT 330 excavator, T190 Bobcat - The OSC and ERRS RM met with Basula Producto, a local recycling company.  A tour of the recycling yard was conducted and the owner came on site to take a look at the metal.  An agreement was reached which included transportation provided by Basula Producto and loading by ERRS.  The OSC had a conference call with the off-site rule coordinator to discuss status of the Marpi Landfill and other potential disposal facilities.  The OSC had a conference call with RCRA toxicologist and underground storage tank program personnel to discuss petroleum contaminated soil reuse and disposal levels.  Analytical data was provided by R9 lab and START worked with DEQ laboratory staff on running the first set of soil samples to develop correlation with test kits.  

Day off on April 23, 2006.

Throughout the week temperatures were in the high 80s, with high humidity and moderate showers on Wednesday and heavy showers on Saturday.  Health and safety monitoring was conducted and readings were taken with the Multi-Rae.


Planned Removal Actions

Complete metal and contaminated soil removal at Tank 10.
Conduct post tank removal sampling at Tank 10 to determine extent of contamination and conduct appropriate excavation.
Continue preparation activities at Tank areas 13 and 14.
Move operations to Tank 13 and 14 for removal work.
