POLLUTION REPORT

Subject: 

An estimated 2500 cubic yard soil and debris pile were identified at an abandoned battery recycling facility in Marianna, FL.  The soil and debris contain lead and arsenic contamination.

In March 2006,during the stabilization treatment ERRS contractor WRS identified a significant amount of debris comingled throughout the contaminated soil pile.  OSC Jardine determined that debris removal would be appropriate as the soil stabilization technology selected didn't apply to nonsoil media.

During the third week of MAY06 EPA, WRS, and START contractor TTEMI mobilized to the Site to conduct debris/soil segregation techniques and eventual T&D of all wastes related to the contaminated soil pile.  

On 18MAY06 WRS began screening the soil to remove the debris.  WRS loaded the debris into roll-off boxes as it was generated.  Early on, the debris was double-screened to determine whether the volume could be reduced, but no significant reduction was obtained.  Therefore, EPA determined that a single screening of contaminated soil was optimal.

WRS and TTEMI separately conducted particulate air monitoring to ensure appropriate PPE.  WRS also employed engineering and administrative controls to ensure safe working conditions.

WRS secured the lined boxes with a tarp and ordered Robbie D Woods trucking to collect the boxes for ultimate disposal at the Waste Management facility in Emelle, AL.  ADEM Solid Waste was notified of the waste stream.

WRS loaded the screened and triple-super-phosphate treated soil into lined dump trucks for highway transport to a Subtitle 'D' landfil in Florida.  OSC Jardine issued a 'One-Time Notification' to FDEP regarding the succesful treatment of formerly hazardous soil.

All waste was manifested when offered for off-Site transportation.  WRS applied grass seed to the disturbed landscaping immediately west of the warehouse to complete all Site activity related to this Removal Action.
