The ESB Site consists of the former ESB battery manufacturing facility and the approximately 16 private properties immediately surrounding the facility. There are two removal actions underway. The facility is conducting an enforcement-lead action within the facility grounds and EPA is conducting a fund-lead removal action at the private residential properties. The contaminant of concern is lead. The private properties have lead contaminated soil from stack deposition that occurred during the facility operational history.
Additionally, an old drainage ditch trending from the facility and ending at University Drive has been determined to be high in lead and will be removed under this action. The area is proposed for inclusion into the Atlanta Beltway Project.

During this reporting period the removal action was completed at 786 Hartford Place. The property has also been backfilled and vegetation restored. During the excavation, an anomoly high in lead was discovered. This soil was excavated and segregated from the general waste stream. The soil was placed in a roll-off box, sampled, and determined to be an EPA hazardous waste due to the toxicity characteristic for lead. The volume is estimated to be less than 10 cubic yards. OSC Jardine directed ERRS to secure and stage the roll-off box on Site anticipating the potential for another anomoly to be discovered.
Also during this reporting period, excavation has begun at 790 Hartford Place, 1243 Allene Avenue, and 1255 Allene Avenue. The restoration has begun at 790 Hartford Place.

During the next reporting period, removal activity should be completed at all properties begun to date. The next properties scheduled for excavation are 1259 and 1263 Allene Avenue.

EPA intends to demobe ERRS and START on Friday 30JUN06 for the Fourth of July Holiday. The crews are scheduled to return on 05JUL06.

A key issue is the access to many of these private properties. As the neighborhood is in a redevelopment zone, many owners do not live at their properties. Several are believed to have been sold or had a change in ownership since the EPA initial sampling event.
