June 19, 2006: EPA - 1, ERRS - 2, PERI - 1, DEQ - 6; CAT 330 excavator, Deere 310 backhoe, vacuum truck - At Tank 6, oil recovery operations from the groundwater continued using the PERI vacuum truck. DEQ worked with PERI on oil recovery operations. ERRS continued aggitation of sedments using the backhoe. In addition, the excavator and backhoe continued restoration operations at Tank 13 and continued stockpiling of soils for restoration of Tank 6.
June 20, 2006: EPA - 1, ERRS - 2, PERI - 1, DEQ - 4; CAT 330 excavator, Deere 310 backhoe, vacuum truck - Work continued in the Tank 6 area, with oil recovery operations, oil water separation and aggitation of sediments. Soil was excavated from the around the edge of the exposed groundwater. This excavation revealed clean soil (and groundwater) around the entire edge of the excavation, indicating that migration of the oil did not appear to extend of site. Soil was stockpiled and a composite of the disposal pile was taken. Removal of oil and aggitation continued sequentially throughout the day. The waste water holding tank was treated using flocculant and the water was sampled. Also at Tank 6 the backhoe broke down and Marianas Rentals was called.
Also throughout the day restoration at Tank 13 continued. As the berm at Tank 13 was removed another segment of pipeline was found. The segment of pipeline was removed and ended at the coral road. No continuation segment was found. The excavator was experiencing issues and Hawaiian Rock was notified. They came out to work on the excavator but it was not able to be repaired. Backfilling of Tank 13 continued and material began to be stockpiled for backfill at Tank 6. Decontamination of equipment was conducted in preparation for demobe.
June 21, 2006: EPA - 1, ERRS - 2, PERI - 1, DEQ - 4; CAT 330 excavator, Deere 310 backhoe, vacuum truck - Excavation of the edge of the tank 6 area continued and three loads of contaminated soils were transported off site from the Tank 6 area. In addition, 4 truckloads of 3/4" rock was brought in for backfill of the tank 6 area. Aggitation of contaminated sediments and removal of oil continued at Tank 6. By the end of the day, oil was removed from surface of the groundwater and water was decanted off into the oil water separator. Water treatment continued and One load of waste water was transported off site to Sadog Tasi. PERI was demobed from the site and put on standby. The backhoe was back in operation, but the excavator at Tank 13 continued to have issues. It finally was repaired, but as restoration work was being conducted at Tank 13, the excavator derailed again.
Marianas Cable Vision was on site for a followup story on the oil found in the groundwater at Tank 6. An interview with the OSC was conducted, but reportedly the sound did not record, so a phone interview was also conducted and arrangements made for a followup visit the following day.
June 22, 2006: EPA - 1, ERRS - 3, SPE - 2, DEQ - 5; CAT 330 excavator, CAT 936 Loader, Deere 310 backhoe - In the morning, the remaining minimal oil was removed from the surface of the groundwater. Rock placement began into the exposed groundwater and small amounts of oil came up from the underlying sediments. As oil rose to the surface of the groundwater, it was removed with oil snare and sorbent pads. Throughout the day, rock was placed into the excavation and transport of backfill soils from Tank 13 was conducted. The excavator was unable to be repaired on site and was picked up by Hawaiian Rock. A front end loader was brought on site to load trucks at Tank 13 and complete restoration work. By dayes end, approximately 15 loads of soil were transferred from Tank 13 to Tank 6 for backfill.
Marianas Cable Vision was on site at Tank 13 for an interview with a resident with a former tank, Angel Falig, and the OSC regarding project completion.
June 23, 2006: EPA - 1, ERRS - 2, DEQ - 5; CAT 936 loader, Deere 310 backhoe - Restoration, including completion of backfill and erosion control measures were conducted at Tanks 6 and 13. Restoration of the areas were completed. Water treatment was also conducted and one load of waste water was discharged. Decon of equipment was conducted and the backhoe and loader were demobed at the end of the day. The last load of miscellaneous metal was delivered to Basula for recycling. decon of the oil water separator and waste water tank was performed.
The OSC and DEQ met with the Army Corps of Engineers representative H. Takemoto and her consultant from Wil-Chee Planning. A summary of the cleanup actions was provided along with issues encountered and contamination which may still be present on the site.
June 24, 2006: Day off
June 25, 2006: Day off. That evening, local Tanapag residents (members of TAG and their families) held a BBQ and appreciation party for EPA and DEQ.
June 26-28, 2006: Equipment and supply demobe was comlpeted. Two ERRS demobed. The OSC met with various DEQ staff and agencies regarding their involvement on the project and lessons learned. Lab and monitoring equipment was organized, packed up and shipped back to the Mainland. Miscellaneous meetings and site completion documentation was finalized. Summary documents were provided to the DPW Solid Waste and CUC.
