Site Description

The St Clair Shores PCB Drain Site is located in St Clair Shores, Michigan.  The site encompasses a several block area where polychlorinated biphenyls have been documented to be present in significant quantities in an underground utility corridor.  The PCBs constitute a potential threat to the environment. The storm sewer is approximately 15 feet underground.  The PCBs are migrating into the storm sewer which empties into two canals connected to Lake St Clair.  

US EPA has initiated a time-critical removal action to trap the PBCs in place and to also remove PCB-contaminated soils from several surface locations identified by the Michigan Department of Environmental Quality.

Current Activities

• On Saturday, July 1st 2006, removal of PCB contaminated surface soils and confirmation sampling for surface soil continued.  The soils are being staged to await final disposition  
• On Sunday, July 2nd 2006, no work activities.
• On Monday, July 3rd 2006 confirmation sampling of surface soils continued. PCB-contaminated surface soils were transferred from the staging pile off site for disposal.  Backfill of previously excavated areas with clean soil continued. Continue to prepare staging area for drain work.
• On Tuesday, July 4th 2006, minor excavation of PCB-contaminated material occurred.  The main task for today was to prepare the staging area for drain work. Once the staging pad work which could be completed today was complete, the site was shut down for the day.
• On Wednesday, July 5th, 2006 confirmation sampling for surface soil continued. The staging pad work was completed today.  The subcontractor for the sewer lining work was scheduled to start today, but this morning pushed it back to July 10, 2006, due to lack of available resources.  
• On Thursday, July 6th 2006, confirmation sampling, after some minor re-excavation of a PCB-contaminated area, for surface soil continued.  Fence posts were re-installed in some of the residential yards to prepare for seeding of those areas.
• On Friday, July 7th 2006, backfilling of previously excavated areas with clean soil continued.  Approximately 120 tons of PCB-contaminated soil was transported off site for disposal this week.  There will be no on-site work activities on July 8th and 9th, 2006.


Planned Removal Actions

• EPA will complete excavation of PCB contaminated surface soils
• EPA will continue to stage the PCB contaminated soil at 19600 Pleasant Road, St. Clair Shores, MI.  A staging pad was built in this area to eliminate any risk or run-off or cross-contamination from the staged soil.
• Mini-trolls will be installed in existed monitoring wells on Bon Brae and Harper to monitor water flow rate through the drains before and after the installation of the liner.
• During the sewer cleaning, EPA will dewater and jet-vacuum isolated sections of the sewer prior to commencing Cured In Place Pipe (CIPP) work.
• After the sewer cleaning activities are complete EPA will install CIPP in the sewer. The subcontractor for this work will pre- and post-video the pipe and also conduct all appropriate tests on the installed material.
• Jet Grouting will take place in three pre-determined areas around the sewer pipe to trap the PCB contamination in place.  Each area will be grouted to a depth of 30 feet starting from the bottom and extending to the surface.


Next Steps

• Continue to backfill all excavation areas and re-seed those areas.
• Dispose of staged PCB-contaminated soil.
• Install CIPP.
• Document remaining issues once this time-critical removal is complete.


Key Issues

• EPA is excavating surface soil contaminated with PCB only in residential and public access areas.
• PCBs on the property of an operational business were documented by MDEQ.  MDEQ has issued the business a Due Care letter to control the contamination.
