The Site is the location of a discharge of oil (reported as recycled oil) into the International Petroleum Corporation facility's containment system and then into the adjacent Christiana River. The discharge occurred sometime prior to 2000 hrs. on July 15, 2006. The IPC facility collects and recycles used oil from a variety of customers and the discharge occurred during a tank transfer. Oil discharged to the Christiana River and spread with the tide cycles to the nearby Brandywine Creek and Delaware River. The Site is located in a commercial/industrial portion of the City of Wilmington Delaware.

Oil Recovery operations are underway using skimmers and oily debris removal devices. Most of the oil appears to be currently trapped in the Brandywine Creek where skimmers today removed over 500 gallons. Response operations also involve the removal of oiled debris. Sensitive environments have been boomed where possible. A commercial vessel decontamination plan was developed today as at least one large vessel in the Port of Wilmington is oiled and is ready to depart. The U.S. Coast Guard, the State of Delaware and the Responsible Party formed a Unified Command and have been directing spill response operations. The EPA is now assisting the USCG and expects a transfer of Site responsibilities in the near future. At this time the EPA OSC determines (in consult with the USCG and the State of Delaware) that the RP is conducting all appropriate response operations anticipated in the NCP.

The incident objectives include the continued removal of oil and oily material from the affected waterways, maintenance of protective and containment boom, implementation of vessel decontamination, continued release of incident information, and the re-evaluation of incident organization. The RP has engaged a Spill Management Team (Meredith) to assist in the management of the respone.
