Site Description

The 2020 Daniels Road Site is located in Howard County, Maryland, adjacent to the Patapsco River and the B&O Railroad just down stream of Jones Falls.  The goal of the project, being performed under the Oil Pollution Act, is to remediate #6 oil contamination associated with the seeps observed to emanate from the property into the Patapsco River.

The OSC issued a PRFA to the US Army Corps of Engineers (Baltimore District) to complete the following objectives.

a.  Implement immediate response measures to collect oil sheens and globules on the surface of the Patapsco River along the river bank adjacent to the Site;
b.  Conduct assessments to ensure field investigation and remediation activities do not adversely impact historical structures or endangered species, if any are present on or adjacent to the Site;
c.  Perform a field investigation to identify the source(s) of the oil sweeps and define the extent of subsurface and sediment contamination associated with the sweeps;
d.  Evaluate alternatives for remedial action and designing the selected remedy;
e.  Remove/remediate the source(s) of the oil sweeps; and
f.  Implement remedial measures designed to prevent further migration of oil into the Daniels Road property from migrating to the Patapsco River.


Current Activities

During the months of May and June, 2006, the Contractor worked on the Punch List developed from the Pre-Final Inspection.

Completed items from the Punch List include:
  
  Shaped and replanted (grass) on the damaged section of the berm downstream of the replacement area.
  Removed the damaged tree adjacent to the soil staging area downstream of the replacement area.
  Removed the oil boom/EPA signs along the river and replaced with an area reforestation sign.

On July 17, 2006, OSC Kelly met with Representative of the Maryland Department of the Environment, US Army Corps of Engineers and their Subcontractor and current property owner for a Final Site walkthru.

The restored area is doing well.  Grass is growing as well as the planted trees.

There was some observance of oil balls in the Patapsco River but that could be expected as oil is in the sediment of the river and it was not addressed.  MDE recognized this and had no concerns.  It was agreed that this would continue for a time and will eventually dissipate.  MDE stated that should it be reported, they will address the issue.

All parties agreed that the objectives of mitigating the threat of oil release to the river have been met.

U.S Army Corps of Engineers submitted a Progress Report and Request for Reimbursement to the OSC for the month of May 2006.  The OSC reviewed the package and prepared the Request for Reimbursement Letter to the USCG Case Officer.

All field work has been completed on the Site.


Planned Removal Actions

There are no remaining removal actions items to be addressed at this time.


Next Steps

The OSC will forward the Request for Reimbursement to the NPFC Cases Officer.

The US Army Corps of Engineers will submit the Final Report for review/acceptance by the OSC.

The US Army Corps of Engineers will submit final payment estimate and release of claims to the OSC.

The OSC anticipates no further EPA activities are required at this site.
