From April 1, 2006 - September 22, 2006, U.S. EPA and its Emergency Rapid Response Services (ERRS) and Superfund Technical Assessment and Response Team (START) contractors completed its actions to reduce releases of hydrogen sulfide from the landfill and eliminate high level exposure to nearby receptors.
Routine actions included on-site and off-site monitoring for hydrogen sulfide, site security, road grading, and general site maintenance. Specific response actions are detailed below.
SITE ACTIVITIES TO DATE:
- Treatment of leachate continued to operate periodically since April, 2006. ERRS and/or START would operate the system as needed a couple of days per week. Approximately 13.4 million gallons of leachate has been treated to date.
- From May 22 - June 2, 2006, final grading of the site was conducted and low areas were filled in. The capped portion of the landfill was tilled and hydroseeded.
- The cap over the southwest portion of the landfill averages 16.5 inches in thickness. Approximately 110,000 cubic yards of clay was used to cap this area. Over 100,000 additional cubic yards of clay were used to fill in the retention ponds surrounding the landfill.

- Continue to coordinate necessary maintenance issues with Ohio EPA, the City of Warren, and Warren Recycling, Inc.

- Two community meeting were conducted on May 23, 2006. One was conducted at Warren City Council Chambers. The other was conducted at a Community Hall in Leavittsburg. The purpose of the meeting was to inform the community of U.S. EPA's progress, short terms plans to deal with the site, and long term priorities for the site.
- U.S. EPA has turned responibility of Operation and Maintenance of the leachate treatment system over to Warren Recycling, Inc. As part of proper landfill closure requirements, Ohio EPA and the Warren Board of Health will monitor and/or regulate the use of the system.
- The vegetation (grass seed) that was planted is beginning to stabilize. The vegetative layer and some cracking in the landfill cap will need to be addressed in the near future to ensure the integrity of the cap.
