Site Description

On 20 Sep 06, an Associated Petroleum Products (APP) fuel truck slid off the road and over an embankment at Howard Hanson Dam.  Incident resulted in the release of approximately 600 gallons of #2 diesel fuel into the soil.  The tanker truck has been removed from site.

Initial soil analysis predicted that the fuel would quickly move vertically through the soil until it reached the water table.  

This fuel has traveled from the spill site to the reservoir shore. Temporary measures have been put in place to minimize the fuel impact to the water. This has been accomplished with a series of trenches dug with absorbent materials placed in them and also a combination of oil only absorbents and rigid containment boom.


Current Activities

• Containment booms and absorbent materials remain in the water as a preventative measure –booms are adjusted as necessary.
• Work concluded to excavate petroleum contaminated soil (PCS).  Approximately 20 cubic yards of PCS was removed, for a total of about 70 cubic yards to date. Whatcom will provide weight data tomorrow.
• Vapor extraction operations continued on the extraction well; no free product has been observed in the well.
• Sampling and analysis was performed in conjunction with soil removal to ensure area is clean prior to backfilling.


Planned Removal Actions

• Kira Lynch (EC-TB-ET) contacted Harold Cashman (Whatcom Environmental) to discuss treatment methods for the upper slope - several options are still being evaluated.


Next Steps

• PCS removal from the lower slope will continue as planned; expect that soil removal will conclude tomorrow evening (6 Oct 06)!!
• An additional extraction well gallery will be installed as a preventative measure to reduce the possibility of water from the upper slope bypassing the existing well.
• NRC will work through the weekend to improve and contour the lower slope; expect that jute mat and hydro-seeding will take place early next week.
• Whatcom will submit a written proposal (regarding upper slope treatment method) to the Corps for evaluation on Tuesday.  Expect a decision early next week.
• Whatcom will seek a consultant to discuss drilling options on upper slope.
