Site Description

Please refer to PolRep numbers 38 or 39 for details.

Current Activities

The removal at Gluek Park is now completed.  A total of 10, 499.26 tons of asbestos contaminated soils were removed and disposed off site.  That is a total of 422 truck loads.  The restoration work required 8,326 cubic yards of top soil.  Reforestation and landscaping will be completed early next Spring 2007.  The Park will remain closed during the Winter.

Excavation of asbestos impacted soil was completed in portions of grid numbers 29 and 30.  Sampling, backfill, and restoration activities were completed in portions of the grid numbers listed above.  See Images Section for updated site photos.

From 26 September to 14 October 2006, 50 truckloads of contaminated soil were transported to the Veolia Environmental Services landfill facility, formally known as Onyx FCR Landfill in Buffalo, MN.

Air monitoring and dust control measures were continued during this reporting period and are now completed.

As of 14 October 2006, a total of 490 air samples were collected and analyzed for asbestos using transmission electron microscopy (TEM).  Air sampling results are compared to the project-specific air quality concentration objective (AQO) of 0.001 S/cc.  48 air samples reported concentrations above the AQO with a maximum of 0.008 S/cc.  26 of the above-mentioned air samples, collected between 13 June 2005 and 16 June 2005, were analyzed with an increased analytical sensitivity and reporting quantities were above the AQO.  Following that period, the analytical sensitivity has been decreased.  Since then, 22 air samples reported concentrations above the AQO with a maximum result of 0.004 S/cc.  Asbestos concentrations in all remaining 442 air samples reported concentrations equal to or below the AQO.

Through 14 October 2006, 282 soil samples were analyzed for asbestos using either phase light microscopy (PLM) or TEM, and compared to the project-specific percentage action level (AL) of 1%.  Of the soil samples analyzed, 16 were reported above the AL percentage with a maximum range of 15-20%, 37 soil samples reported asbestos percentages below the AL, and the remaining 229 soil samples were reported as non-detect.

Air and soil samples collected are submitted to STAT Analytical Corp. in Chicago, IL.  PLM analysis reports non-specific fiber counts as a percentage of the total soil sample while TEM analysis reports the specific asbestos fiber and percentage identified in the soil sample.  The sample count ratio of PLM to TEM is approximately 4 to 1.

Planned Removal Actions

Removal actions at Gluek Park are now completed.

Next Steps

The Park will remain closed during the Winter 2006.  In the Spring 2007, we will recon the Site and the reforestation and landscaping will be completed.  It is expected the Park will re-open to the public soon thereafter.

Complete demobilization of personel and equipment during the week of October 16, 2006. This process should be completed by October 25, 2006.
