|
EPA has been asked to investigate perchloroethylene contamination in Chillum, MD and Washington, DC. PCE contamination was discovered during an underground storage tank leak spill cleanup involving gasoline at a property adjacent to the PCE site. The site under investigation includes a dry cleaning facility and a residential community. The dry cleaning facility is located in Maryland and is immediately adjacent to the Washington, DC border. Groundwater flow flows from Maryland into Washington, DC.

A. December 9, 2002: EPA, START inserted 32 passive soil vapor samplers (Clarke-Micheal 1 type) at 25 different properties in the Chillum neighborhood. Samplers were installed at the PRP property due to the last-minute agreement between EPA and the property owner to allow sampling. This represents approximately half of the locations and samplers originally planned for this site. The remaining half of the locations will be sampled as access is granted.
B. December 10, 2002: EPA, START hold public meeting for residents of Chillum neighborhood. Go over list of properties with samplers installed, next steps of project with residents.
C. December 23, 2002: EPA, START removed the 32 soil vapor samplers installed on Decmeber 9, 2002. All samplers were sent to a lab for analysis using CLP methods for extraction and analysis.
D. December 31, 2002: EPA informed START of need to sample four homes in Chillum neighborhood using methods similar to those used by RCRA contractor. This will require the use of a direct-push unit to bore on an angle under the basement slab of the four homes.

A. START will deliver a trip report to EPA detailing the first passive soil vapor sampling event and its results.
B. START will update access agreement spreadsheet and resend any necessary agreements.
C. The date of the second passive soil vapor sampling is dependent upon access agreements or DOJ warrants; START will need one week notice to receive samplers back from HP labs.
D. EPA and START will sample under four houses in the Chillum neighborhood using direct push technology and active sampling techniques.
E. Once weather permits, START will reseed points from passive soil vapor sampling to restore properties to prior condition.
