POLLUTION REPORT

Subject: 

The KYDEP called to report a release of oil from an above ground crude oil tank.  The spill occurred due to overfilling.  An estimated 200 to 300 gallons were spilled to an unnamed tributary to the Little Sandy River. The state felt the RP's  attempt at the cleanup was insufficient and were willing to conduct the cleanup. The state coordinated cleanup actions with the FOSC. The State found more oil than expected, expanding the scope beyond what was initially telephone duty OSC who dispatched FOSC Russell to assess the situation and attempt to compel the RP to assume cleanup operations. Interception trenches were excavated down gradient and about 400 gallons of oil have been recovered to date.  

The KYDEP environmental contractor (Evergreen Environmental) demobed from the Site on 11-12-06.  The PRP (Peters Oil) has taken the lead on mitigation with KYDEP oversight.  The PRP will use the interception trenches to collect any oil that migrates into them.  The PRP will continue removing the contaminated soil left behind by the KYDEP contractor.
The emergency response portion of this response has ceased.  Until 12-4-06, the ER phase had continued, due to the KYDEP ER personnel having to provide oversight of the remediation efforts. The Site is now being referred to the KYDEP Remediation Section by the KYDEP ER Section.

KYDEP will oversee remediation activities.  These activities will include ensuring that the PRP continues to remove any free product that migrates into the collection trenches.  They will also ensure that the contaminated soil is removed.

Site has been referred to the State of Kentucky for remedial actions.
