POLLUTION REPORT

Subject: 

Tennessee Wheel and Rubber Site, a defunct wheel assembly and caster manufacturing company is located at 817 18th Avenue North in Nashville, TN.  The company filed for bankruptcy and ceased operations in February 2005. The property has been abandoned since that time. At the request of TDEC, EPA responded to the site to investigate reports of an oily substance entering an offsite sanitary-sewer system from the property. Upon arrival, the FOSC observed a sheen in runoff bisecting a debris pile and entering a nearby catch basin. Additionally, during the reconnaissance, an estimated 400 containers (suspected of containing hazardous substances), varying in size, content and integrity were observed throughout the property.

January 29-31, 2007
EPA and contractors START (TtEMI) and ERRS (Kemron)returned to the site to complete transportation and disposal of wastes generated during the previous stabilization effort.

Waste, including drums, waste oil from a sump, and an above ground storage tank was prepared for off site disposal. Two Underground Storage Tanks discovered during the stabiliztion effort were opened and gauged. The first UST gauged(southwest portion of the site) contained approximately 18 inches of what appeared to be diesel or fuel oil. The second UST gauged (northern portion of the site) contained approximately 9 inches of what appeared to be diesel or fuel oil.

All recovered wastes were documented, labeled, loaded, and shipped to an approved disposal facility. A total of 96 containers of wastes were shipped off site for disposal.  Approximately 450 empty containers from around the site were confirmed RCRA clean, crushed and staged on site inside the South Building.

Following loadout of the containers,ERRS and START demobilized the site.

START will colllect samples from the two USTs  and submit them for analysis to an approved laboratory. Pending analytical results, further action may be needed to address the contents of the USTs.

EPA will determine if further action is needed following receipt of results from the sampling effort conducted during the response. Additional action may be required if analytical data indicate other conditions i.e., leaking USTs, elevated bulk/surficial/subsurface soil contamination, etc., pose an imminent or potential threat to public health or the environment.

Wastes were shipped via Robbie D. Wood, Inc. (ALD067138891) to Chemtron Corporation (OHD066060609) in Avon, OH.  Total of 96 containers of waste shipped on Manifest Number 001753967, including:

Flammable liquids - 19 each 55-gallon drums
Tetrachloroethylene - 1 each 55-gallon drum
Toluene diisocyanate - 2 each 55-gallon drums
Toluene diisocyanate - 1 each 5-gallon pail
Sulfuric acid - 1 each 55-gallon drum
Phosphoric acid - 1 each 55-gallon drum
Caustic liquids - 1 each 55-gallon drum
Non-RCRA oils, resins, etc. - 70 each 55-gallon drums
