POLLUTION REPORT

Subject: 

The Site is the location of a transportation accident involving a single tanker truck carrying approximately 8,500 gallons of gasoline.  The incident occurred on the east bound side of U.S. Highway 70, near mile marker 391 in the vicinity of Kinston, North Carolina.  The exact location of the incident was near the town of Dover, NC.  Highway 70 was closed in both directions due to the accident.  The responsible party is Eagle Transport Corporation.

The incident occurred at approximately 0700 in the morning of January 8, 2007.  The tanker and truck overturned and the tanker ruptured discharging gasoline into the center ditch between the east and west bound lanes of U.S. 70.  An estimated 6,000 gallons was discharged.  Some of the gasoline travelled through a stormdrain under U.S. 70 and entered a ditchline.  Local fire department officials responded and requested assistance from the NC Department of Transportation.  DOT placed berms in the center median and also bermed the ditch line to halt the migration of the gasoline. The majority of the product was contained within the ditch between east and west bound U.S. 70.  

Eagle Transportation hired contractor Eastern Environmental Management to conduct the clean up.  NC DENR Division of Water Quality personnel responded and conducted oversight of initial cleanup activities.  EPA OSC Misenheimer also responded an arrived on scene at approximately 1600 hours.

Eastern Enviromnental pumped off approximately 2,500 gallons of gasoline from the overturned tanker.  Vaccum trucks were used to pump product out of the center median of the highway.  Additional berms were placed in the ditch on the southern side of U.S. 70.  The impacted ditches were filled with water due to heavy rains, however, based on the OSCs assessment and in consultation with DENR, it appeared that no navigable waterways were impacted by the spill.

DENR, Eastern Environmental and Eagle Transport representatives met to discuss future clean up actions at the spill site.  Future activities will include pumping out contaminated water from the ditches, soil excavation, sampling, and site restoration.
