Site Description

Work Mission Statement:

Safely and efficiently investigate and remove Munitions and Explosives of Concern (MEC); Materials Potentially Possessing an Explosive Hazard (MPPEH), Munitions Debris (MD) and explosively contaminated soil(TNT) from the Elkton Farms Firehole Site, as defined in EPA's geophysical study.            


Current Activities

During this extended reporting period, the FOSC along with assistance from the CO, PO and others completed a review of three technical and cost proposals from the three Region 3 ERRs contractors.  Proposals focussed on the removal and handling of discarded military munitions and asbestos containing materials from both Phase I and Phase II areas of the site.  On February 12, 2007 EPA issued a Task Order (03-04-018) to Guardian Environmental Services, Bear, De.(GES).  

The existing Task Order (014) requiring GES to provide site security services will be discontinued upon its completion.  Presently this Task Order is at roughly 70% completion.  In addition to providing site security services, GES also provided construction of a Command Post staging area and electrical drop to the site.  This construction was needed to support all work under the new Task Order, 018.


Planned Removal Actions

Presently GES is producing a Work Plan and Health and Safety Plan for OSC review and comment.  Pending acceptance of such documents, GES and its team of UXO certified subcontractors will mobilize to the site to commence final removal activities.  It is anticipated that this will occur in mid to late March, 2007.

Site security oversite will continue.  FOSC along with MDE will brief local county commissioners and other interested local entities prior to remobe to this site.


Key Issues

FOSC will continue to communicate and coordinate with the property owner and developer, Herron 393.
