Site Description

EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings.  In all, 29 generators have been identified and issued 104e letters.  Several of the companies are in the process of voluntarily removing their materials from the Site under the oversight of EPA and PADEP who control access to the Site.  The 45-acre property contains thousands of drums, sacks, boxes and other containers of this flammable solid, many of which are in poor storage conditions.  Some generators are subcontracting former Remacor, Inc. employees to assist them with identifying, moving, re-packaging, and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.

Other recent site activities have centered around the discovery, assessment, and overpacking of an old drum containing 200 pounds of water reactive sodium metal.  In addition, EPA is assessing and preparing for cleanup of an on-site laboratory that contains acids, bases, solvents and other hazardous compounds.

Current Activities

Personnel On-Scene:
2/23/07 EPA-1, START-2, Marshalltown-5, Other-3, Security-1 (24hr)

Weather:
2/23/07 Lt. snow, precip 0.01”, wind NNW to 14-23 mph, 12-25 oF

On Friday 2/23/2007, Marshalltown removed the remaining pallets of their product in two trucks.  A total of 78 boxes of magnesium scrap turnings, flammable solid UN1869, weighing an estimated 19,500 lbs, was shipped to Timminco Corporation, Aurora, CO, 80010 via carrier (Navajo Trucking).

An employee of Labor Ready, a temporary agency, interviewed potential subcontractors for magnesium generator Spartan, for insurance and safety purposes.

Family Fun Vending was contacted to move vending machine from break room to the main lobby area.  Family Fun Vending arrived at 1715 hours and was escorted by security while in the process of moving the vending machine. By 1730 all personnel had demobilized for the weekend.

START (TechLaw, Inc.) provided oversight of activities on site and provided technical assistance to the OSC.

Planned Removal Actions

Meridian anticipates mobilization of crew to the site to identify their product, transfer the magnesium chips into 55 gallon drums with pressure release lids and transport the material off site.

OSC requested that START conduct an inventory of the materials on site.  The inventory will begin during the week of 2/26/07.

Next Steps

The OSC anticipates Meridian will provide a HASP and plan of action for their materials.  Activities could start as early as next week with shipments of drums from the site.  In addition, Meridian will repackage the materials stored in supersacks into drums.

The OSC anticipates that the chemicals found in the laboratory will be inventoried and lab packed in the near future using ERRS.
