Current Activities

Monday, August 18, 2003:  EPA-1, START-0, ERRS-2.  EPA and  ERRS mobilize to the site.  ERRS attaches system cables and conducts test of the treatment system, pumping the gasoline/diesel into 5 gallon buckets at each well vault (MW-9, 10, and 15).  MW-10's cables were not long enough and another set was ordered.  A total of approximately 5 gallons of gasoline/diesel was removed during the day of testing.  The gasoline/diesel was placed into the AST used to store the contaminated groundwater from the well development and pump tests.

Tuesday, August 19, 2003:  EPA-1, START-0, ERRS-2
ERRS set up work zones with temporary fencing and caution tape.  EPA and USCG Fund Center issued a Polution Removal Funding Authorization (PRFA)to Idaho Department of Environmental Quality (IDEQ) to provide storage tank services for the site.  IDEQ's ConVault 1,000-gallon, double-walled aboveground storage tank (AST) was delivered to site and ERRS plumbed the product line and secondary containment into the AST.  Steve Heaton with IDEQ on site and issued permit to land dispose of excavation materials. Truck loads of excavation soils leave site and were disposed of at Hess Farm Incorporated's property located at 3490 East 1000 North, Ashton Idaho at the site of a former potato cellar that burned in a fire.  The soils were needed to return the area to grade. ERRS conducted pressure test of product lines leading to each well.  All systems passed and the system was put on line for MW-9 and MW-15.  MW-10's cables had not arrived yet.  A total of approximately 5 gallons of gasoline/diesel was removed during the day of testing.  The gasoline/diesel was placed into the AST used to store the contaminated groundwater from the well development and pump tests.

Wednesday, August 20, 2003:  EPA-1, START-0, ERRS-2.  ERRS finished loading trucks with excavation soils - a total of 12 trucks (approximately 120 cubic yards).  Vacuum truck arrived on site and transported 2,000 gallons of gasoline/diesel contaminated water for disposal at the Clean Harbors Aragonite Treatment, Storage, Dispoal, Facility (TSDF).  Fence subcontractor on site and drilled post holes for a fence around the AST.  

Thursday, August 21, 2003: EPA-1, START-0, ERRS-2.  ERRS pressure washed the blacktop area on site.  The fence subcontractor completed the installation of the fence poles around the ConVault AST. The electrical subcontractor finished installing an aboveground conduit for the product overflow control cable.  The 6,000 gallon AST was demobilized from the site.  EPA demobilized from the site.

Friday, August 22, 2003:  EPA-0, START-0, ERRS-2
ERRS subcontracted with an Ashton contractor to conduct the operations and maintenance work for the treatment system.  A total of twenty-six 55-gallon drums of soil cuttings and investigation-derived wastes were transported off site to the Clean Harbors Grassy Mountain facility in Utah.  The fence subcontractor completed the installation of the fence around the 1,000 gallon AST (including safety bullards).  ERRS demobilized from the site.


Planned Removal Actions

-Operate system for 6 month period and re-evaluate.


Next Steps

-Transportation and Disposal of recovered product as needed.
-EPA will re-evaluate the need to operate the system after 6-months.


Key Issues

On Tuesday, August 5, 2003 a pyrotechnic device "blasting cap" was unearthed from the excavation trench.  The cap looked intact and was placed inside a cooler in the shade.  Freemont County Sheriff was called and respoded with Ashton City Police.  Idaho State Communications was notified and the Army's Bomb Disposal Ordnance Company out of Tooele, Utah were notified.  The Army removed the device on August 6, 2003 from the temporary storage area that the device was housed by the Ashton Police.

Encountering the pyrotechnic device, the outcrops of bedrock, the buried concrete footing, and the pressure testing failures caused several days of unexpected and additional work.
