POLLUTION REPORT

Subject: 

EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings.  In all, 29 generators have been identified and issued 104e letters.  Several of the companies are in the process of voluntarily removing their materials from the Site under the oversight of EPA and PADEP who control access to the Site.  The 45-acre property contains thousands of drums, sacks, boxes and other containers of this flammable solid, many of which are in poor storage conditions.  Generators are using subcontractors to assist them with identifying, moving, re-packaging, and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.

Other recent site activities have included sampling and field analysis of drums in Deoxsulf building by PADEP.  Meridian continues to remove super sacks from the Deoxsulf building for repackaging.

3/12/07 Mild and overcast, temperature 26 to 45 degrees F,  wind east at 8 mph, conditions clear.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.  
URS spent the day repackaging product from super sacks to 55-gallon drums.

Labor Ready, a subcontractor for Spartan Light Metal Products loaded one truck with 40 boxes of magnesium solids.  The approximate gross weight of the load is 40,000 pounds.  The load is consigned to World Metal Buyers, Indianapolis, IN.

PADEP (Holler) ran field analysis with a 2241-1 Ludlum Radiation meter on drums in the interior of the Deoxsulf building.  A Thermal imager was also used by PADEP to confirm condition of drums in Deoxsulf building.

START conducted PRP oversight and provided written and photographic documentation.

URS anticipates removing one truckload of product on 3/13/07 and two more truckloads during the week for a total of three truckloads for the week.  .

OSC anticipates that Pratt & Whitney will mobilize to the site on 3/19/07 to repackage and remove 1,200 to 1,700 drums of product from site.

The OSC anticipates that Pratt Whitney will develop a Workplan /SHASP  before beginning work on site.

PADEP anticipates taking further samples of drums in Deoxsulf building for analysis in the future.
