Site Description

EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings.  In all, 29 generators have been identified and issued 104e letters.  Eight generators have been on site to view and make preparations to remove their materials.  To date, three generators have completely removed their product and two generators are currently removing their materials under the oversight of EPA and PADEP who control access to the Site.  The 45-acre property contains thousands of drums, sacks, boxes and other containers of magnesium turnings and scrap, many of which are in poor storage conditions.  Generators are using subcontractors to assist them with identifying, moving, re-packaging (as needed), and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.

Recent activities have included video documentation of all products on site to assist in inventory.  The EPA Enforcement and EPA Legal obtained permission from Remacor’s attorney to review and copy applicable records.

Weather:
3/20/07 Clear and cold, temperatures ranged from 17 to 31 degrees F, winds from north-northeast at 6-15 mph.

OSC (Easton) mobilized and conducted oversight of operations occurring at the site.  EPA (Messimer) Senior Site Administrative Officer (SSAO) mobilized to the site and collected documents for the Administrative Record, as well as, reviewed START’s daily cost reports.

EPA Prisk, EPA Enforcement, mobilized to the site to review and retrieve Remacor’s files.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.  
URS removed super sacks from Deoxsulf building and staged them in Building #7 for repackaging.    

Spartan Light Metals subcontractor, Labor Ready, continued to prepare building, PMC #4 for staging and repackaging drums.  Labor Ready also finished packing bulk magnesium scrap into boxes for shipment off site.  Boxes were staged in Building #9 awaiting transportation arrangements.

Mathieu Germain of American Iron & Metal Inc (AIM)., on behalf of Pratt & Whitney Canada, continued to assess inventory and drum conditions for possible repackaging and transport off site.

START conducted PRP oversight and provided written and photographic documentation.

OSC Easton and EPA Messimer demobed from the site.


Planned Removal Actions

OSC anticipates that AIM, on behalf of Pratt & Whitney, will mobilize to the site on or by March 26, 2007 to repackage and remove drums of product from site.

OSC anticipates Heritage, Rolls Royce Corporation’s subcontractor, will mobilize to the site by March 27, 2007 for repackaging and removal of product.

OSC anticipates Intermet will mobilize by the week of April 2, 2007 removal of product from site.


Next Steps

The OSC anticipates Pratt Whitney will develop a Work plan/SHASP before beginning work on site.

The OSC also anticipates Rolls Royce will submit a work plan/health and safety plan on March 27, 2007.
