Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.

EPA and PADEP officials are controlling access to the site and coordinating the activities of the various generators.

Current Activities

Personnel On-Scene:
3/22/07 EPA-1, PADEP-3, START-2, URS-5, Labor Ready/Spartan-2, New Castle News-2, Other-2, Security-1 (24hr)

Weather:
3/22/07 Clear to overcast with light rain, precipitation 0.16 inches, temperatures 54-70 oF, winds SW 7-21 mph.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.

URS offloaded a truckload of empty drums and staged them in Building No. 7.  URS loaded out one truck (carrier: Autumn Industries) with 144 drums and 20 magnesium totes of flammable magnesium turnings mixture (43,200 lbs).  URS continued to repackage magnesium turnings mixture from super sacks to drums.

At approximately 1000 hours, the OSC and WVDEP escorted New Castle News through the site and briefed the news agency on the site history and materials and contaminants present, and provided an overview of current activities.

START conducted written and photographic documentation of activities on site.

Planned Removal Actions

URS will continue to manage the repackaging and removal of Meridian’s magnesium materials located on site.  One truck is scheduled for 3/23/07 to be loaded out.

PADEP has arranged for a site fly over using helicopter on 3/23/07.

Labor Ready anticipates delivery of vented drum lids to replace lids on Spartan drums.

Next Steps

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
