Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Currently, contractors for Meridian are conducting work at the site.  SPX Contech, Portage, MI, is coordinating with EPA for removal of their magnesium wastes.  Intermet has contacted OSC and anticipates being on site the week of April 23, 2007 to begin extracting their product from site.  EPA and PADEP officials continue to control admittance to the site in addition to coordinating the activities of the various generators.

On 4/16/07, START mobilized to the site and attended the morning safety meeting held by URS, subcontractor to Meridian.  URS unloaded 2 truckloads of empty drums 1 from Dayton, OH which was anticipated and 1 unscheduled load from Magpro, Camden, TN.  The empties from Dayton, OH were off loaded into building 7 the empties from Magpro were off loaded into building 9.  URS continued to package drums and did a total of 70 pallets containing 4 drums each for a total of 280 drums repackaged for the day.

OSC Downie mobilized to site.  OSC Downie spoke with Emergency Response Team (ERT) and their radiation subcontractor Dade Moeller & Associates (Draper) regarding the status of the radiation survey scheduled for 04/17/07.  Draper indicated that mobilization of the Mule and associated equipment was on schedule for Tuesday, 4/17/07.  

Remacor (Jackman) arrived on site to retrieve files and left with 4 boxes of files.

START conducted written and photographic documentation and monitored activities conducted on site.

On 4/17/07, START attended the morning safety meeting held by URS.  URS continued to repackage product from super sacks to drums.  START conducted air monitoring for particulates in the repackaging area.  Avg 0.014 mg/m3, maximum STEL 0.047mg/m3.  Levels were well below the OSHA PEL of 15 mg/m3 for total particulates.

PADEP (Holler, Hoffman, and Weaver) mobilized to site and conducted a site walk-through with OSC Downie.

ERT and their radiation subcontractor Dade Moeller & Associates (Draper) arrived on site to calibrate equipment for survey to be done on 4/18/07.  

Remacor  (Jackman) arrived on site to retrieve files and computer.  OSC Downie and PADEP Holler informed Mr. Jackman that a minimal of 24 hours arrangement must be made (per court agreement) to obtain access to the site.  Mr. Jackman left with computer tower and files.

START conducted written and photographic documentation and monitored activities conducted on site.


Planned Removal Actions

EPA anticipates that ERT and their subcontractor will be on site to conduct a detailed radiation survey of the site beginning 4/17/07.

ERRS (Guardian) anticipates mobilization to the site on 4/23/07 to begin lab packing operations.

Meridian (generator) will continue to have their subcontractor URS repackage and remove their material from the site.

Intermet (generator) anticipates being on site with a subcontractor during the week of 4/23/07 to begin preparing their drums for shipment.

SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.

PADEP will reschedule the overflight in the near future.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
