On 4/25/07, Meridian’s subcontractor, URS, continued to repackage magnesium material from super sacks into drums. A total of 41 full-size, and 5 half-size super sacks were repackaged into 208 drums. URS loaded 208 drums (36,400 pounds) on a truck from Autumn Industries to be transported to Magpro facility in Camden, Tennessee. A truck load of empty drums was delivered onsite to URS, and a dumpster full of emptied super sacks was transported offsite to WM/Mahoning Landfill in New Springfield, Ohio. START utilized a pDR (personal DataRam) unit to conduct air monitoring for particulates in the repackaging area. The average reading for the workday was 0.075 mg/m3, and the maximum Short Term Exposure Limit (STEL) was 0.579 mg/m3. OSHA’s PEL for total particulates is 15 mg/m3.
Intermet’s contractor, NIAPRO, completed the inspection and staging of two truckloads of drums which are awaiting disposal. The drums are staged in the southeast end of the pavement adjacent to Building 9.
ERRS contractor, Guardian Environmental Services, began to segregate lab samples and chemicals located in the upstairs laboratory storage area of Building 7. Material was being segregated by DOT hazard classifications. START observed material segregated in the following groups; oxidizer corrosive, inorganic acids, corrosive flammable, base inorganic, magnesium, non-hazardous solids, and unknowns. Once all material is segregated, it will be inventoried and lab-packed.
PADEP Hoffman arrived onsite to assist in management of site activities.
START attended daily safety meetings, assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site. A joint safety meeting was conducted with all contractor supervisors to review new safety measures being implemented.
On 4/26/07, URS continued to repackage magnesium material from super sacks into drums. A total of 18 super sacks were repackaged into 96 drums. URS transported 92 super sacks from Building 2 to Building 7 where the super sacks will be repackaged into drums. URS loaded 208 drums (41,600 pounds) on a truck from Autumn Industries to be transported to Magpro facility in Camden, Tennessee. START utilized a pDR air monitoring unit to conduct air monitoring for particulates in the repackaging area. The average reading for the workday was 0.068 mg/m3, and the maximum Short Term Exposure Limit (STEL) was 0.116 mg/m3. NIAPRO completed the inspection and staging of two truckloads of drums which are awaiting disposal. The drums are staged in the southeast end of the pavement adjacent to Building 9.
ERRS continued to segregate material located in the upstairs laboratory storage area of Building 7. ERRS continued to control water leaking from the damaged roof into the work area of Building 7.
PADEP Wozniak arrived onsite to assist in management of site activities. Two PADEP Bureau of Investigations (BOI) officials arrived onsite to collect information regarding alleged historic dumping activities onsite.

On 4/27/07, URS continued to repackage magnesium material from super sacks into drums. URS loaded 208 drums (28,600 pounds) on a truck from Autumn Industries to be transported to Magpro facility in Camden, Tennessee. A load of empty drums was delivered onsite to URS. START utilized a pDR air monitoring unit to conduct air monitoring for particulates in the repackaging area. The average reading for the workday was 0.048 mg/m3. Levels were well below the OSHA PEL of 15 mg/m3 for total particulates.

ERRS continued to segregate material located in the upstairs laboratory storage area of Building 7. ERRS continued to control water leaking from the damaged roof into the work area of Building 7.
PADEP Holler arrived onsite to assist in management of site activities.
START attended daily safety meetings, assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site. As requested by OSC Downie, START utilized a micro R radiation meter to check an area on the northeast side of Building 7, near the propane tank. The radiation survey conducted by ERT last week indicated elevated total gamma levels in this area. START found background levels at the grassy area in front of Building 7, near the flagpole, were 10 micro R/hr. START discovered that at the blue flag, which ERT had placed due to high total gamma levels, that 75 micro R/hr was present. An area surrounding this point, approximately 10 ft by 15 ft, was found to be at or above 30 micro R/hr. START began planning for a radiation survey to be conducted on the western embankment leading to the Beaver River. This radiation survey will complement the radiation survey conducted by ERT as it will encompass the area which was inaccessible by ERT’s equipment. The radiation survey is scheduled to occur on 4/28/07 – 4/29/07. GPS and radiation equipment will be provided by ERT.
START was tasked by OSC Downie to collect a sample from an acid tank located in the northeast section of Building 7. START was also tasked to identify the quantity of the liquid waste remaining in the acid tank. START examined the tank to identify the best method to collect a sample from the tank. Upon examination, START determined that 1,416 gallons of liquid material was present in the tank. START plans to collect the waste sample next week.
