POLLUTION REPORT

Subject: 

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Magnesium generators, Meridian and Intermet, have subcontractors conducting work at the site.  ERRS contractor (Guardian) is onsite and is performing lab-packing operations.  SPX Contech, from Portage, MI, is coordinating with EPA for removal of their magnesium materials.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

Weather Onsite:
4/28/2007: Low of 48° F, high of 54° F.  Light rain, 0.02 inches of precipitation, W winds up to 14 mph.
4/29/2007: Low of 47° F, high of 70° F.  Partly cloudy.  NW winds up to 16 mph.

On 4/28/07, ERRS contractor, Guardian Environmental Services, continued to segregate lab samples and chemicals located in the upstairs laboratory storage area of Building 7.  Material was being segregated by DOT hazard classifications.  Once all material is segregated, it will be inventoried and lab-packed.  ERRS secured doors which had been identified by OSC Downie and PADEP officials.  These doors had no locking mechanism on them and could have allowed unauthorized access to the Site.  ERRS over-packed the 10 drums of calcium aluminum material in Building 9.  The over-packed drums remain in Building 9.

START attended daily safety meeting and continued to prepare for the radiation survey.  The equipment was delivered onsite and was configured for the radiation survey.  

On 4/29/07, START conducted the radiation survey on the western embankment of the Site adjacent to the Beaver River.  A GPS unit (Trimble Pro-XRS), a radiation detector (Ludlum 2241 with a 2”x2” sodium iodide Gamma Scintillator, Model No. 44-10), and the R.A.T. software operated on a laptop were used to perform the radiation survey.  A total of approximately 5,273 data points were collected during the radiation survey.

Meridian (generator) will continue to have their subcontractor, URS, repackage and dispose their magnesium material from the site.

Intermet (generator) will continue to have their subcontractor, NIAPRO, inspect, segregate, and dispose their magnesium material from the site.

SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
