Site Description

The Site encompasses approximately 36.16 acres and used to include a 120,000 square foot facility; grassed areas and lightly wooded areas surrounded the demolished facility; and a larger dense undeveloped wooded area exists south to the Roaring Branch of the Walloomsac River (Roaring Branch) and west to adjacent properties. The Site’s current local zoning classification is Industrial.

Hazardous substances include PCBs and asbestos.  High levels of PCBs were located in the soil outside and beneath the demolished building, in portions of the concrete slab, and were on the steels walls of the  former building.  Asbestos was identified in floor tiles and removed from the slab.  VT DEC also noted elevated levels of DEHP, VOCs, and Zinc in their Brownfields report.


Current Activities

The following activities have occurred since the last POLREP:

On 2/13/2007, the EPA OSC and the EPA Contracting Officer had a conference call with WESTON Solutions Andover, MA and Manchester, NH office engineers to discuss the specialized labor for the earthen cap design. The due date of a draft Basis of Desgn package was set at 4/13/07.

On 4/13/2007, WESTON Solutions delivered a draft Basis of Design Package for the earthen cap. A copy of the package was provided to VT DEC for review and comment. A copy was also given to ERRS for their review.

On 4/18/2007, the OSC, ERRS Response Manager, representatives of VT DEC, and WESTON engineers had a conference call to discuss the DEC's comments to the draft Basis of Design package. Consensus was reached on the agreed draft changes and were incorporated into the Design package.

On 5/11/2007, WESTON engineers delivered the Final Basis of Design Package for the earthen cap. A copy was provided to ERRS for their work plan and VT DEC for their file.

On 5/16/2007, the OSC met with the Town Manager, town representatives, VT DEC, ERRS Response Manager, and WESTON engineers at the Bennigton town hall to provide the town with a briefing of the finalized cap design.  The town was very appreciative of receiving this update.


Planned Removal Actions

1)       Mob equipment and ERRS crew to the Site the week of 5/21/07.
2)       Install the earthen cap and vegetative cover across the entire former facility foot print.
3)       Decontaminate and demobe equipment upon completion of above-referenced actions.


Next Steps

Coordinate with ERRS the execution of the cap design plan.
