On Tuesday, 10/24, a black petroleum substance was reported to be discharging into Moss Fork Creek in Wadesboro, Anson County, NC. NC Division of Water Quality (DWQ), NC Division of Waste Management, and Anson County EMA responded to the scene and identified a flammable liquid, almost like diesel, seeping from the bank of the creek behind the Anson Mart gas station (the "Site"). DWQ hired a cleanup contractor who placed boom in the creek and constructed an underflow dam to retain the oily product.
On 10/25/2006, Anson County EMA reported the incident to the National Response Center (# 815939) due to the fact that the liquid was not dissipating and an odor of gasoline was still present in the creek. DWQ remobilizes to the scene and formally asked for EPA assistance on 10/26/2006. OSC Crowley arrived on scene at 1600 on 10/26/2006 and met with DWQ and Anson Co. EMA.
The material appeared to be coming from the bank of the creek and would fill any hole dug in the stream bed or bank. There was an old kerosene storage tank also located behind the gas station that was removed shortly after the response by EPA which is a possible cause of the spill. The other thought was that the gas station might have had a leaking UST. Integrity testing was conducted by the gas station owner and no leaks were found, but the problem might be coming from the supply lines.
The OSC instructed the state to maintain the boom and try to find the source of the release. On 10/27/2006, EPA and DWQ entered into a PRFA for the remainder of the cleanup efforts. NC DWQ conducted stream sampling and brought their contractor back to the site to maintain the boom in the creek. DWQ finished their response in December of 2006.
