The Culp Petrolueum Co. is a fuel distributor located in Rock Hill, SC.  The companies handles diesel, gasoline and used oil.  On 08OCT03, EPA phone duty officer received NRC report 701951 pertaining to a tank farm fire.  The SCDHEC representative requested EPA assistance and an OSC was dispatched to investigate.  Preliminary investigation from local police indicate that a man driving a pickup truck sufferred a medical problem ran through the Culp Petroleum Co. property's fence and into the facility's loading rack.  The loading rack caught on fire.  The driver was able not hurt, but was taken to an area hospital for observation.  It is not beleived that the incident was done on purpose.

Five fire departments, including the Charlotte Airport, Fire Department repsonded to the fire.  The Charlotte Fire Department brought a foam truck to put out the fire.  A shopping center and several businesses in the area were evacuated. There is a propane distributor in close proximity to the burning facility, so the fire department had to use water to keep several fuel tanks cool.

Approximately 49,000 gallons of product was released.  No runoff or fuel left the site.  The responsible party dug a trench and a retention pond in order to collect any runoff from the fire and incoming rain.
