Site Description

The Site is a former wood preserving facility that ceased operations in early 1991 following a Georgia Environmental Protection Division (GaEPD) Resource Conservation and Recovery Act (RCRA) inspection.  The facility closed due to inability to comply with RCRA regulations.

EPA conducted its first removal action at this site in 1991 which included stabilization of waste ponds, decommissioning, dismantling, disposing of process equipment and waste streams.  It continued with subsequent removal actions through 1995 including adjacent residential property excavations/restorations.
  
The Site was finalized for National Priority Listing (NPL) on July 28th,1998.  Subsequent Remedial Investigations (RI) have identified a significant pentachlorophenol (PCP) groundwater plume that has penetrated the intermediate/upper Floridian aquifer.  In addition, high concentrations of carcinogenic polyaromatic hydrocarbons (CPAHs) at or near the site surface that may migrate have been identified as well as dioxin data above residential standards.

On August 10th, 2006, the Superfund Remedial Program referred the Site to the Removal Program for a Removal Site Evaluation. The evaluation was completed on August 21st, 2006.  Based on the data presented from the RI and visual site inspection including the propensity of the site to flooding, the Removal Program recommended a high priority removal to provide prompt risk reduction through expedited action.

Construction removal activities began in November 2006.

The Removal Program is coordinating with the Remedial Program's Land Use Initiative.  In coordination with a HDQs designated redevelopment contractor, both Programs are working closely with the City of Camilla for community chosen post constructive activity land uses.


Current Activities

The dismantling and disposal of the boiler and boiler building is complete. The asbestos removal was completed on 6/15. Results from the additional samples for other unknown materials have been received and were negative.  
The 1,000 gallon vessel with the creosote oil has been transfered into 17 - 55 gallon drums and has been disposed of at an approved off site location. On 7/10/2007 the 17 drums of creosote was removed from the site by RQ Industrial Services.

The RCRA listed F032 waste pile is approximately 9000 cubic yards and located on the eastern side of the site.  The vertical profile of this stockpile has been reduced to approx 6 feet. Once the listed waste stockpile was reduced, the stockpile was rolled with the Ingersol Rand roller in preparation for covering with a 12 mil woven polyliner, which arrived on site this week. A 12 inch soil lift will then be placed over the polyliner to provide a base for vegetative cover.  This stockpile will be left on site and incorporated into the future probable remedial slurry wall and cap action.

The dismantling of the boiler building and the boiler is 100% complete. The only item left is to finish loading the scap metal into roll off dumpsters and dispose of off site.The removal of the scrap metal from the boiler building and boiler is 99% complete.

There were three monitoring wells lower to being flush with the ground and encased with a concrete collar.

Backfilling, grading and restoration of the drainage ditch is complete. Riprap has been placed at both confluence of the ditches.

Backfilling and grading of the 7 acre native meadow restoration is complete.  As per consultation with ERT, the area will be planted with wire grass and long leaf pines. Proposals for the landscaping have been submitted and are being reviewed.

Backfilling and grading of the recreational areas are complete. Operations such as surveying, trenching for the utility lines and installation of those lines have been coordinated with the City of Camilla and are complete. Mitchell County work forces were on site and installed the 3" water service line for the irrigation system. Once completed, and tested, sod will be placed throughout the two soccer fields, also by Mitchell County work force.

A private irrigation company has donated materials for an irrigation system at the soccer fields.The EPA will purchase the sod and Mitchell County will install it. Mitchell County Parks has committed to occupying the building and providing landscape maintenance after the landscaping phase is complete.

A fencing contractor has been selected and installation will begin in early to mid July.


Key Issues

The Removal Program, in coordination with the Remedial Program, is working with a HQs assigned contractor to promote land use.  The land use is being lead by the City of Camilla Land Use Committee and is currently targeted towards a mixed use of recreational soccer fields, community office center, walking trails, picnic areas and a recreational vehicle parking lot.  This land use is being targeted for the western area of the site where the Removal Program is conducting most of their remediation activities.
