POLLUTION REPORT

Subject: 

The Site encompasses approximately 36.16 acres and at the start of the removal action included a 120,000 square foot facility with grassed areas and lightly wooded areas surrounding the facility. The building has been removed as a result of the removal action with a portion of the concrete slab foundation remaining. A larger dense undeveloped wooded area exists south to the Roaring Branch of the Walloomsac River (Roaring Branch) and west to adjacent properties. The Site’s current local zoning classification is Industrial.

Hazardous substances include PCBs and asbestos.  High levels of PCBs were located in the soil outside and beneath the demolished building, in portions of the concrete slab, and were on the steel walls of the former building.  Asbestos was identified in floor tiles and removed from the slab.  VT DEC also noted elevated levels of DEHP, VOCs, and zinc in their Brownfields report.

The following activities have occurred since the last POLREP:

On 5/17/2007, heavy equipment was mobilized to the Site for the construction of the earthen cap.

On 5/21/2007, the Shaw crew mobilized to the Site.

From 5/22/2007 to 5/25/2007, the Site was surveyed and initial cap elevation stakes were placed. All drains and pipes were closed and filled with concrete.

From 5/29/2007 to 5/31/2007, a swale was constructed around the planned cap area to contain precipitation runoff.

From 6/1/2007 to 6/18/2007, the common fill base of the earthen cap was installed. Approximately 9,000 tons of fill were placed, rolled, and compacted.

On 6/14/2007, the Director of OSRR signed the Action Memorandum Addendum approving a $240,000 ceiling increase (from $1,999,200 to $2,239,200), and $2 Million and 12-month exemptions. The addendum was needed due to an increase in soil requirements in the construction of the earthen cap and resulted in an increase in the project duration by 2 to 4 weeks.  This delay could have resulted in exceeding the 12-month statutory limit.

From 6/18/2007 to 6/27/2007, nine (9) inches of protective layer fill were installed on the cap and rolled and compacted.

On 6/28/2007, orange warning layer mesh was staked down, covering the first 9 inches of the protective layer of the entire cap.

From 6/29/2007 to 7/12/2007, the remaining 9 inches of protective layer fill were placed on the warning mesh covering the cap and rolled and compacted. Approximately 7,000 tons of fill were used in the 18 total inches of protective layer fill.

From 7/9/2007 to 7/17/2007, 6 inches (approximately 2,400 tons) of topsoil were placed on the cap.

On 7/18/2007, the entire cap and adjacent disturbed areas were hydroseeded.

From 7/19/2007 to 7/20/2007, all remaining construction equipment was decontaminated.

On 7/20/2007, the Shaw crew demobilized from the Site.

From 7/23/207 to 7/27/2007, all remaining equipment demobilized from the Site.

On 7/27/2007, the Shaw RM demobilized from the Site.

On 8/1/2007, a final site walk was done with the OSC, ERRS RM, and staffers from VT DEC and the town of Bennington.
