POLLUTION REPORT

Subject: 

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Monitoring Wells have been installed to aide in accessing extent of contamination on site.  Winters Performance Products, Inc. is currently making plans to start repackaging and shipping its product off site.  MJ Metals of Bridgeport, CT, is coordinating with the EPA to be on site for drum identification and count.  To date 14 generators have removed, or are in various stages of planning in order to remove, their drums off site.  No further breeches of the site have been noted since State Police did a follow-up investigation and extra security measure were taken.    EPA and PADEP officials continue to control access to site in addition to coordinating the activities of the various generators.

NIAPRO a subcontractor for Winters Performance Products, Inc began to repackage Winters drums into super sacks.  The super sacks hold 8 drums per pallet.  NIAPRO repackaged 12 pallets of material @ 8 drums a pallet..

EPA’s Rich Messimer Senior Site Administrative Officer mobilized to site for site administration.  EPA’s Messimer demobilized

PADEP Hoffman mobilized to site to assist in oversight.  PADEP Hoffman and Start did a site walk through /securities check and observed NIAPRO repackaging Winters Performance Product Inc.’s material.  PADEP Hoffman demobilized.

NIAPRO a subcontractor for Winters Performance Products, Inc continued to repackage Winters drums into super sacks.    NIAPRO repackaged 24 pallets @ 8 drums a pallet.

American Iron & Metals contractor MHF Logistical Solutions loaded 1 truckload of material.  The estimated weight of the load was 35,000 pounds and consisted of 21 super sacks @ 3 drums a piece and 3 super sacks @ 4 drums a piece.  The load was consigned to Magpro, Camden, TN and transported by Landstar Trucking, Jacksonville, FL.

PADEP Morettini and Hoffman mobilized to site and assisted in oversight of all activities.  PADEP Morettini and Hoffman demobilized.

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.

NIAPRO a subcontractor for Winters Performance Products, Inc continued to repackage Winters drums into super sacks.    NIAPRO repackaged 18pallets @ 8 drums a pallet.

OSC Marjorie Easton mobilized to site for oversight of activities and control of entry to the site.

NIAPRO a subcontractor for Winters Performance Products, Inc finished repacking Winters drums into super sacks.    NIAPRO repackaged 8pallets @ 8 drums a pallet.

American Iron & Metals subcontractor MHF Logistical Solutions began to stage pallets for pick up on 9/10/07.  The pallets consisted of 3 and 4 drums in a super sack per pallet.  Because the super sacks were left on site after repackaging they had to be checked for water.  When a super sack contained water it was visually checked for oil and if there was no visible oil sheen then it was checked for PH balance.  Once it was determined that the rain water contained no oil and the PH balance was neutral than the water could be drained on site.  No super sacks were found to contain oil or a high or low PH balance and each super sack was individually opened, visually checked and tested for PH.  START witnessed the testing of all super sacks.  MHF staged 29 pallets with 14 of the 29 haven to be drained of rain water.

American Iron & Metal (AIM) will be shipping off two truckloads of their every week until completion.

Intermet is making plans to resume shipping their product off site.    

MJ Metals (generator) will make arrangements to be on site for identification of their drums.  MJ Metals will conduct this search along with the former Plant Manager of Remacor.  This will be done because of discrepancy in drum count on site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
