Site Description

BACKGROUND
POLREP: #5 and FINAL   State Notification: WDNR notified

The 1.5 acre Getzen site is located in an industrial park on the southwest side of Elkhorn, Wisconsin.   The unfenced site consists of a single story manufacturing /office building and a closed unlined surface impoundment. Refer to POLREPs 1 through 4 for a detailed historical site description and enforcement details.

On May 30, 2003, ARCADIS submitted the “Final Report for Getzen Musical Instruments” which details removal activities at the site, as required by the Unilateral Administrative Order (UAO). The final report includes an introduction, removal action procedures, chronological summary of removal activities, analytical data, project costs, and waste disposal documentation.  On June 6, 2003, On-Scene Coordinator (OSC) Charles Gebien sent a Notice of Completion Letter to ARCADIS, informing them that the respondents have completed the time critical removal work required by the UAO.



Current Activities

REMOVAL ACTIONS TAKEN (SINCE LAST POLREP)
On April 1,2003, ARCADIS and ONYX Superior Special Services (Superior) mobilized to the site to remove the contaminated soil that was staged at the site from excavation of the dock/shed area on the southwest corner of the building during the week of February 18, 2003. The contaminated soil was loaded and transported (144 tons) for hazardous waste treatment at Michigan Disposal (EQ) in Belleville, MI.


RESULTS ACHIEVED (OVERALL)
-During the week of January 7, 2002, Earth Tech Inc., the U.S. EPA cleanup contractor (ERRS) mobilized personnel and equipment and moved drummed materials from the outdoor areas of the site into the south west portion of the building. WDNR signs, containing  site specific and emergency contact information, were mounted on the building to warn potential trespassers. Open windows, skylights and doors were secured.

-The PRPs performed the following time-critical removal activities in accordance with the UAO and conditionally approved the Work Plan:

Loose transite asbestos board, pollution control equipment, PCB light ballasts, fluorescent light bulbs, containers, debris, manufacturing equipment and floor sweepings were removed from the building. The three building sumps which contained plating residues were excavated and backfilled after sampling verified that the site cleanup objectives were achieved. Plating areas were sandblasted and scarified to remove plating residues.

Contaminated soil was removed from the building exterior in four areas, which includes the former surface impoundment area. The excavated soil was piled on plastic liners and covered until characterization for disposal was completed. Excavated areas were backfilled with imported clay material, after sampling indicated that site cleanup objectives were achieved.

A total of 300 tons of hazardous waste soil was removed for hazardous waste treatment at Michigan Disposal (EQ) in Belleville, MI. A total of 1030 tons of non-hazardous waste soil was removed for land disposal at Superior Emerald Park Landfill, Muskego, WI. (Refer to table 1 of the ARCADIS final report for additional waste disposal details for asbestos, PCB ballasts etc.).
