Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Intermet has suspended shipping material until further notice.  SPX Contech will be repackaging th remainder of its material in preparation to ship it off site when weather will allow.  Hitchcock Industries will be on site to identify their material.  

EPA’s ERRS contractor Guardian Environmental Services, Inc. (GES) is preparing to ship RAD drums which have been relocated from Building #2 to Building #7.  ERRS is preparing to start reacting material located in Building #2.  PADEP is providing technical and oversight support at the site.  EPA START contractor TechLaw is providing technical and administrative support to EPA as well as doing a full site assessment.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

EPA’s OSC Jack Downie was on site for oversight of activities and site entry.  

PADEP Mariruth Hoffman mobilized to site to assist the EPA in oversight of activities.  PADEP Hoffman demobilized.

OSC and START attended the morning safety meeting held by ERRS contractor Guardian Environmental, Inc.  ERRS has completed moving drum pile #4 to the area adjacent to the reaction pit.  ERRS has reacted a significant amount of the material and will continue to do so until it has all been reacted for the second time.  ERRS is also repairing a section of the fence northeast of gate 2 which was damaged due to high winds and inclement winter weather.  

START conducted written/photographic documentation, and monitored activities conducted on site.  START demobilized.

EPA’s OSC Jack Downie was on site for oversight of activities and site entry.  EPA’s Senior Site Administrative Officer for the Removal Program Rich Messimer mobilized to site for admin oversight.  Rich Messimer demobilized.  

START attended the morning safety meeting held by ERRS contractor Guardian Environmental, Inc. ERRS completed mixing and reacting the material from drum pile #4 which was spread out still wet and will be allowed to continue to react as it dries out.  ERRS has the material isolated from other material.  ERRS also moved the drums of magnesium fines located south of Building 9 to Building 2.  The drums no longer pose a threat because the lids have been changed to lids that contain pressure release valves.  ERRS moved these drums inside to keep them from weathering in the elements.  ERRS has started to clean and rearrange the contents of Building 9 in order to prepare to remove materials to the reaction pit.

START assisted the EPA in conducting written/photographic documentation, and monitoring activities conducted on site.


Next Steps

No PRP activity is presently occurring on site.  All PRP’s have suspended work until the weather will allow repackaging and removal operations to proceed safely.

Hictchcock Industries plans to be on site with its subcontractor on 02/02/08 to identify their material for possible repackaging as needed and future shipment off site.

ERRS has staged RAD drums in Building 7 for future disposal.  ERRS plans to begin shipment of the material either the week of 2/04 or 2/11/08.  

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.EPA will continue to coordinate with all local, state, and federal agencies.


Key Issues

A number of the drums located in Building 2 are marked as residual waste and the contents of the drums are not known. ERRS will treat all material as hazardous and use extreme caution because the reaction of the material is also unknown.
