Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Intermet has suspended shipping material until further notice.  SPX Contech will be repackaging the remainder of its material in preparation to ship it off site when weather will allow.  Hitchcock Industries has been on site to identify their material. They will begin removing it when the weather breaks.

EPA’s ERRS contractor Guardian Environmental Services, Inc. (GES) is shipping RAD drums which have been relocated from Building #2 to Building #7.  ERRS continues to react material from Building #2.  PADEP is providing technical and oversight support at the site.  EPA START contractor TechLaw is providing technical and administrative support to the EPA.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

ERRS contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities, areas of concern and safety issues associated with the day’s activities.  ERRS continues to react material from Building 2 in the reaction pit. Water is added to  accelerate he reaction. ERRS reacted approximately 36 drums for the day.  Guardian’s subcontractor T.G. Adams and Associate (TGA) was on site preparing a load of RAD drums to be sent out on 2/20/08.

No START on site.

02/20/08
USEPA’s OSC Marjorie Easton was on site to oversee all activities.  OSC Jack Downie mobilized to site to meet with PRP National Machine Company and their contractor.  OSC Downie demobilized.

PADEP Mariruth Hoffman mobilized to site to assist the EPA in oversight.  PADEP Hoffman demobilized.

PRP National Machine Company was on site to identify their material for future shipment off site.  National machine and its contractor were escorted by OSC Jack Downie, OSC Marjorie Easton, PADEP Mariruth Hoffman, and START.  All but 60 of their drums were identified.

ERRS contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities, areas of concern and safety issues associated with the day’s activities.   ERRS continued to react material from Building 2 in the reaction pit, to date ERRS has reacted 530 drums of material from building #2.  ERRS is using full face respirators any time they are either working the pit or in the vicinity of the reaction pit.  Guardian’s subcontractor T.G. Adams oversaw the loading of 1 truckload of RAD drums.  The load consisted of 80 drums (20 pallets @ 4 drums/pallet) with an estimated weight of 40,000 pounds.  The load was transported by S. J. Trans-
portation, Woodstown, NJ and consigned to U. S. Ecology, Idaho.  This is the last full load there are 60 drums remaining 30 of them are higher levels.  ERRS will mix the higher levels with 30 low levels to try and bring the levels down for shipment off site.

START mobilized to site and assisted as needed and conducted written/photographic documentation.

Next Steps

No PRP activity is presently occurring on site.  All PRP removal action has been suspended by the companies until inclement winter weather conditions subside and the weather allows thesafe resumption of activities.

National Machine Company plans to submit a work/safety plan to the EPA.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.

Key Issues

The drums located in Building 2 marked as residual waste are being reacted by ERRS.  They are being treated as highly hazardous because the contents of the drums are not known.
